Wellington Town Council meeting May 2007

Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall, Fore Street, Wellington on Monday, 14th May 2007 at 9.22pm (start of meeting was delayed due to preceding planning meeting over-running)

PRESENT: Councillor D. Mitton (chairman), who presided, Councillor P. Critchard (vice-chairman), Councillors Mrs G. Copley, J. Govier, J. Lloyd, J. Reed, V. Stock-Williams, S. Walters and Mrs N. Wilson, Councillors R. Bowrah, J. Clark, G. Goodwin, A. Govier, R. Henley and C. Hindley and the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There were 10 members of the public present.

14257 CONFIRMATION OF MINUTES
The minutes of the council meetings held on 2nd April 2007, as previously circulated to councillors, were taken as read and signed as correct.

14258 WELLINGTON RUGBY CLUB GRANT REQUEST
A letter, grant application form and the club’s financial details were received from Wellington Rugby Club asking the town council to consider making a grant of £7,500 towards the estimated £200,000 cost of new grandstand, additional accommodation and upgrading existing facilities. A proposal by Councillor Bowrah, seconded by Councillor Hindley, that the council should make a grant of £7,500 phased over a two year period, was carried 9-0 with 1 abstention after amendments (i) that the council should indicate its financial support but decide actual amount at a later date and (ii) that the grant should be £5,000 were defeated 9-4 and 11-2 respectively. It was agreed that half of the grant should be paid when worked started on the project, which was estimated to be the spring/summer of 2008 and that the balance should be paid when the work had been completed which was estimated to be 2009/2010.

14259 POLICE MATTERS
Sgt Doc Nurse reported that during April and the early part of May crime had been higher than average, with 5 reports of damaged windows; 12 thefts including farm machinery and plant equipment, horse box and mobile phones; a large increase in criminal damage to vehicles, mainly scratched paintwork and broken wing mirrors; 16 assaults, which was a high figure (9 were domestic); 20 thefts from vehicles (again a very high figure) with tools being stolen from vehicles in the town centre and the town area. It was a district wide problem with criminals crossing the border to steal tools from white vans. Police forces were working together to try to catch the offenders. Last year 100 vehicles had been broken into in the Wellington and Wiveliscombe central areas and 30 per cent of the vehicles were insecure and some vehicles had items on value on view. The police advice was always to lock vehicles and never leave valuable items on view. Another community police officer for the Priory area would be starting on 4th June 2007.

14260 POSSIBLE PURCHASE OF SECOND CCTV CAMERA
With reference to minute 14213 a letter was received from the police asking the town council to consider purchasing a second relocatable CCTV camera. Sgt Nurse stated that the cameras were another set of eyes in the fight against crime, made people feel safer and helped to deter offenders. It was reported there were problems at Buckwell, the old Kwiksave car park off High Street and Longforth Road car park. On the proposition of Councillor Hindley, seconded by Councillor A. Govier, it was agreed to buy a second CCTV camera and locate it in a suitable place.

14261 PROBLEMS WITH TOWN CENTRE TRAFFIC LIGHTS
A letter was received from Mr S. Palmer about the failure of the town centre traffic lights from 4am to 9.25am on 10th May 2007, stating that it had been hazardous for pedestrians to cross the staggered 4-way junction and asked who was responsible for public safety during such occurrences. Sgt Nurse stated it was not a police matter but was the responsibility of Somerset Highways. The police knew of the failure at 4am and had been told that Highways would be coming out quickly to sort it out. The public were responsible for their own safety and he suggested that instead of crossing near the junction they should have moved 30/40 yards away to cross the road.

14262 PARKING PROBLEMS IN CLIFFORD TERRACE
With reference to minute 14207 a letter was received from Mrs E. Dowsey enclosing the responses from residents of Clifford Terrace to the suggested introduction of waiting restrictions, most of whom wanted to see the introduction of parking permits. There were also proposals for double yellow lines at both end s of the terrace to allow for safe turning, the removal of the additional wide pavement near Scotts Lane and the possible removal of the pavement on the Clifford Mews side of the road. It was agreed to seek the views of Taunton Deane Borough Council and Somerset Highways.

14263 PLANNING MEETINGS AND STANDING ORDERS
A detailed report, attached to these minutes, by the chairman, Councillor Mitton about voting at planning meetings, planning training for town councillors and the position of the chairman and vice chairman on council committees, was approved on the proposition of Councillor Stock-Williams, seconded by Councillor Bowrah.

14264 PURCHASE OF A NEW PHOTOCOPIER MACHINE
A detailed report was received from the assistant to the clerk, Mrs J. Thorne stating that the present photocopier, purchased 5 years ago, was coming to the end of its useful life and recommending the council to acquire a new colour multifunctional device (copier, printer, scanner) on a five year lease rental option at a rent of £231.69 per quarter, which included toner, servicing, maintenance and parts. The digital machine would be directly networked to the council’s computers with multiple access to process more than one job at a time to save time and increase productivity. It was agreed to accept the recommendation.

14265 COUNCIL ACCOUNTS FOR 2006-2007
Members received copies of the reports of the clerk and the internal auditor, Mr A. Bullen on the town council’s accounts for 2006-07 which showed that the council had made a surplus of £13,828 and now had total funds of £160,138, which included an earmarket reserve of £42,000 It was unanimously agreed to approve the reports and to answer “yes” to the 8 questions in the annual governance statement.

14266 COUNTY COUNCIL’S UNITARY PROPOSALS
With reference to minute 14219 a letter was received from Somerset County Council inviting councillors to a meeting at Kingsmead School, Wiveliscombe on 21st May 2007 at 6.30pm to discuss the county’s unitary proposals. There was also a letter from the chief executive Mr A. Jones outlining the benefits the county felt that a unitary authority would bring plus a paper dealing with “myths” and “facts” about the unitary proposals.

14267 WELLESLEY PARK PARKING PROBLEMS
With reference to minute 14204 an email was received from Councillor C. Bishop, of Taunton DBC stating that action would be taken to seek the views of residents on current parking problems and possible solutions. The letter was noted.

14268 MANTLE STREET RESURFACING
With reference to minute 14224 a letter was received from Somerset Highways stating that Mantle Street was proposed to be re-surfaced in 2007-08. The letter was noted.

14269 LITTER PROBLEMS IN WELLINGTON
With reference to minute 14175 a letter was received from Councillor Mrs D. Bradley stating that the suggestion of parking attendants doubling up as litter wardens had been considered by Taunton DBC but had been rejected. The letter was noted.

14270 1ST WELLINGTON SCOUT GROUP GRANT REQUEST
With reference to minute 14200 a letter of thanks was received from group scout leader Mr S. Altria for the council grant of £1,000 for new camping equipment. The letter was noted.

14271 PAINTING OF 8 FORE STREET
With reference to minute 14195 it was reported that Taunton DBC were seeking to get the shopfront redecorated in a more appropriate colour. The report was noted.

14272 USE OF TAUNTON DBC’S RELOCATABLE CCTV CAMERA
With reference to minute 14162 a letter was received from Taunton DBC stating that its relocatable CCTV camera was currently deployed in Halcon, Taunton in response to some persistent anti-social behaviour and would remain in that location for the foreseeable future. Should circumstances in Wellington change then not only would the town’s position re the relocable camera provision change but Taunton DBC would have an interest in helping Wellington to address the problem. The letter was noted.

14273 WELLINGTON POSTCARD CO-OPERATIVE
With reference to minute 13893 a letter of thanks for the council’s support to the postcard co-operative was received from Mr C. Spackman, co-operative co-ordinator. The letter was noted.

14274 COMMUNITY COUNCIL FOR SOMERSET
With reference to minute 14233 a letter of thanks was received from the Community Council for Somerset for the council’s £25 subscription. The letter was noted.

14275 ROPE WALK GATEWAY PROPOSAL
With reference to minute 14221 letters were received from Somerset Highways, Taunton DBC and Mr P. Wright, of The Ramblers’ Association about the Rope Walk gateway proposal to Farthings Pitts Road. It was agreed that a working party of Councillors A. Govier, Critchard, Stock-Williams and Walters should have a site meeting with Taunton DBC and Somerset Highways to discuss the construction of a suitable and safe path.

14276 PHONE MAST AT BLACKDOWN TRADING ESTATE
With reference to minutes 14075 and 14104 a letter was received from Taunton DBC stating that an appeal had been lodged by Hutchinson 3G UK Ltd against the decision to refuse permission for the mast. The letter was noted.

14277 ERECTION OF GARAGE/WORKSHOP AT COURT FIELDS SCHOOL
With reference to minute 14152 it was reported that the planning application to erect a garage, workshop and 9 additional parking spaces at Court Fields Community School, Wellington had been withdrawn. The report was noted.

14278 AIDEN HODGE GRANT REQUEST
With reference to minute 14208 it was reported that the chairman and vice chairman had agreed to make a grant of £50 to 14 year old Aiden Hodge to take part in the 2007 World Pool Championships at Great Yarmouth after considering the grant application form and visiting the family. The report was noted.

14279 PROPOSED SOMERFIELD REDEVELOPMENT
With reference to minute 14031 a letter was received from Taunton DBC planning manager Mr J. Hamer giving an update on the present position over the Somerfield supermarket redevelopment. The letter was ntoed.

14280 POPHAM ANNIVERSARY CELEBRATIONS
With reference to minute 14127 it was reported that the new stone commemorative shield funded by the town council had been erected at the site Popham almhouses site in Victoria Street and that an invitation had been received for councillors to attend the thanksgiving service at St John’s Parish Church on Sunday, 10th June 2007 at 9.45am. Councillors were asked to inform the clerk if they would be attending so that seats could be reserved.

14281 DOG WASTE BINS
With reference to minute 14217 the clerk reported that irresponsible dog owners in the Hoyles Road, Barn Meads Road and Oakfield Park areas had been dumping bags of dog waste in a gulley/drain on a public footpath near Hoyles Road/relief road. Somerset Highways had been asked to remove the bags which had filled much of the drain. He asked for the public help in reporting this anti-social behaviour.

14282 FOUNDATION TRUST PROPOSAL
A letter was received from Somerset Partnership NHS and Social Care Trust about becoming a NHS Foundation Trust by January 2008 and stating that there was a public consultation meeting about the proposals at Wellington Community Centre on 16th May 2007 between 4pm and 5.30pm. It was agreed that councillors should attend that meeting if possible and to consider the topic at the June meeting to formulate the council’s views on the proposals. The consultation period expires on 15th July 2007.

14284 TPO ON TREE AT FOXDOWN HILL
A letter was received from Taunton DBC stating that a tree preservation order had been placed on a Wellingtonia tree on land to the north east of Twiga, Foxdown Hill, Wellington. The letter was noted.

14285 ROAD SURFACE DRESSING IN WELLINGTON
A letter was received from Somerset Highways stating that surface dressing was planned to be carried out in late July on Exeter Road, Rockwell Green and on the A38 Wellington Relief Road. The letter was noted.

14286 WELLINGTON ECONOMIC PARTNERSHIP
With reference to minute 14230 it was reported that the Wellington Economic Partnership meeting due to have been held on 23rd April 2007 had been cancelled. and that the next WEP meeting would be held on Monday, 11th June at 6pm.

14288 COUNCIL INCOME/EXPENDITURE TO 30TH APRIL 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 30th April 2007 was £37,874 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £9,545 (£166,800 estimated for the full year to 31st March 2008). The report was noted.

14289 ACCOUNTS FOR PAYMENT
On the proposition of Councillor Bowrah, seconded by Councillor Critchard, it was agreed to authorise the payment of the following accounts and the signing of the following cheques EDF Energy £11.06 for electricity for Rackfield street light; Somerset Association of Local Councils £55 resubmission CILCA examination fee; Mr N. Hodge £50 grant for Aiden Hodge; Mr A. Brown £300; Mrs J. Minutes of the 121st planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 14 May 2007 at 7pm

PRESENT: Councillor D. Mitton (chairman) who presided, Councillor P. Critchard (vice-chairman), Councillors R. Bowrah, J. Clark, C. Hindley, A. Govier, R. Henley, G. Goodwin, Councillors Mrs S. Walters, J. Reed, J. Govier, G. Copley, V. Stock-Williams, J. Lloyd and N. Wilson, the clerk A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning manager Mr J.Hamer. There were 50 members of the public present.

14250 DECLARATIONS OF INTERESTS
Councillors Bowrah, Govier, Henley, Wilson, Stock-Williams, Copley, and Critchard declared they were members of Taunton DBC and could become members of Taunton DBC planning committee and reserved their rights to vote differently at Taunton DBC planning committee meeting than at the town council planning meeting if they had different facts placed before them. Councillors A. Govier, Henley, Lloyd, Stock-Williams declared a personal interest in the application for a new medical centre as they were all patients of Wellington Medical Centre. Councillor Clark also declared a personal interest in the item about a new medical centre and said he would not be voting on that item and Councillor Govier declared a personal interest in that item as a non executive director of Somerset Primary Care Trust. Councillor Wilson also declared a personal interest in that item and declared she would not be able to vote on that item. Councillor Bowrah declared a prejudicial interest in the application for extension at 1 Laburnum Road.

14251 APPLICATIONS DETERMINED BY TOWN COUNCIL
The town council received details of an application for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to APPROVE planning permission for the following applications: (a) Conversion of ground floor shop with flat over into 2 two bedroomed flats at 23 North Street, Wellington (43/2006/157) as amended by agents letter received 25th January 2007 together with accompanying drawing No. 2241/2A and further amended by letter dated 5th April 2007 and drawing No. 2241/2D, see minutes 14145 and 14185, planning officers were happy with the amended plans and councillors agreed to approve the application subject to a condition being added for suitable drainage, (b) Erection of first floor extension at rear of 1 Laburnum Road, Wellington (43/2007/048). Councillor Bowrah left the room while this item was debated.
The council resolved to REFUSE the following application: (a) Erection of single storey extension and construction of dormer window to 5 Orchard Close, Lower Westford, Wellington (43/2007/022) because it was felt the extension was out of keeping with the character of the building and would result in loss of privacy and overlooking. Letters of objection were received from Mr and Mrs Marke, Mr W. Hansford and M. Jordan on the grounds of loss of privacy, out of keeping/character, detrimental visual impact and possible foundation damage.

14252 APPLICATION FOR PROPOSED NEW MEDICAL CENTRE OFF MANTLE STREET
With regard to minutes 14147 and 14187 the council considered the following application (a) Erection of medical centre with attached services, including car parks, external works and landscaping and formation of access to Mantle Street, land to South and West of 112B Mantle Street (part of Trinity Farm), Wellington (43/2007/026) as amended by flood risk assessment received on 23rd April 2007 and letter dated 11th May 2007 with assessment of Bulford site premises, outline landscape assessment, design and landscape strategy, revised tree survey and assessment and drawing Nos. DSW340/DRG 02A, 03 and S60-PL-03 REV A. A report from the Highways Authority had been received which raised no objection to the application. Taunton DBC planning manager John Hamer explained that the proposed site was outside the settlement limit, within the green wedge, and they had received a number of objections from people concerned about access. However, Mr Hamer said although it was outside the settlement limit it was felt the site was suitable for ‘community use’ such as a new medical centre. The medical centre had also considered many sites over the years and the current site was impractical and too costly. In view of this the planning officers were likely to be in favour of the application. Councillors agreed to suspend standing orders to let members of the public speak. Dorothy Christmas said she was primarily concerned about building on the green wedge which was protected under the local plan and also about the loss of residents parking. She also felt the proposal would lead to a huge increase in the amount of traffic in the area. Charles Gledhill, of 95 Mantle Street, informed councillors about the wildlife on the site and said he thought the application was contrary to planning policy. He also thought the application if approved would set a precedent. Andrew Paxton, who is a member of the local residents association, said they had 70 residents who opposed the application attend their last meeting. He raised concerns about parking and also pointed out there were many accidents which already occurred on the street. He said the site was also quite a distance from the current medical centre. Other members of the public who spoke included Ken Winhall, Norman Clark, Tamsyn Witchall, Kim Thorne, Max Lyons, and Randall Dowsey who also raised objections on the grounds of increased congestion/traffic, impact on wildlife, building on the green wedge, loss of parking, and concern about a possible increase in traffic accidents. In support of the application was Steve Palmer who said the loss of parking had to be weighed up against improved health services. Former GP Rod Fairburn who had been a doctor in the town for 32 years said the medical centre had explored many sites for more than 10 years and the new medical centre would provide state of the art facilities for local residents for many years to come. The applicants architect Kevin Goodenough told the meeting there was a possibility a parking scheme could be introduced to enable local residents to park on the site. Councillor A.Govier told the meeting whilst he very much welcomed a new medical centre he thought this proposal was an inappropriate site for the new medical centre. He had visited the site and felt the whole meadow was a special landscaping feature. He was also concerned about the knock-on effect would be on loss of on-street parking. His views were echoed by Councillors Bowrah, Henley, Hindley, Wilson, Clark, Reed, Lloyd, J. Govier, Stock-Williams, and Copley. Councillor Hindley said he thought Cades Farm would be an appropriate site for the new medical centre and Councillor Clark informed members he had proposed an alternative site for the medical centre but could not yet reveal its location as discussions were still ongoing. Councillor Reed said she had consulted another architect who believed it was feasible to create a second floor on the current medical centre.

COUNCILLOR HENLEY LEFT THE MEETING HERE AT 8.42PM

Councillor Stock-Williams said if Taunton DBC rejected the application she would like them to set up a task and finish group to look for an alternative site for a new medical centre. Councillor A. Govier proposed objecting to the proposal on the grounds it was outside the settlement limit, it was an incursion into the green wedge between Wellington and Rockwell Green, it would be an adverse effect on the special landscaping feature, there are unresolved highway issues, it would result in the loss of on-street parking spaces, and to include Councillor Stock-Williams recommendation should Taunton DBC reject the application to set up a task and finish group to find a more suitable site for a new medical centre within the town centre. The proposal was seconded by Councillor Hindley. Councillor Bowrah declared he was against the proposal and that he would be voting against the application and would also be voting against the application at Taunton DBC planning committee. The chairman reminded Councillor Bowrah that by making these remarks he would be fettering discretion and would not be able to vote at the Taunton DBC planning committee. The proposal was put to the vote and was carried by 5 – 0.

14253 DEFERED APPLICATION FOR 52 HIGH STREET, WELLINGTON
With regard to minutes 14150 and 14188 it was agreed to defer the following application (a) Erection of a pair of dwellings to rear of 52 High Street, Wellington (43/2006/165) as amended by agents letter dated 2nd April 2007 and accompanying plans nos. 1337/06/3 Iss 3, 1337/07/06 received on 3rd April 2007 in order to seek clarity regarding the report from the conservation officer.

14254 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONS
It was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Erection of 2 two bedroom flats to side of 67a and 67b Beech Hill, Wellington (43/2007/039). A letter of objection was received from Mr and Mrs S. Harding on grounds of increased highway danger and increased neighbour disputes. Planning officer recommended approval. Councillor Mitton proposed support of the application which was seconded by Councillor A. Govier. Councillor Pritchard declared he was against the application. The proposal was carried 4 to 1 in favour of the application. There were 2 abstentions; (b) Erection of two porches, replacement sky light, replace felt and batten part of roof, 45 High Street, Wellington (43/2007/034LB); (c) Construction of replacement dormer window to south east elevation and two new dormer windows to north west elevation at Kilimani, Buckwell, Wellington (43/2007/056); (d) Retention of timber windows, Wellington Conservative Club, 19 High Street, Wellington (433/2007/045LB); (e) Erection of dwelling on land adjacent to 6 Pyles Thorne Close, Wellington (43/2007/042) providing there is no undue overlooking or loss of privacy for neighbours; (f) Demolition of existing bungalow and erection of 2 dwellings and 2 flats at Hill View, Buckwell, Wellington (43/2006/064), (g) Change of use of ground floor living area to office (B1) at Squirrel Cottage, 30a Fore Street, Wellington (43/2007/057).

14255 DEFERED APPLICATIONS FOR HUMPHREYS ROAD AND BRIDGE HOUSE, WESTFORD
The town council considered the following applications: (a) Erection of two storey building to incorporate 2 one bedroom units and 2 two bedroom units on land adjacent to Humphreys Road, Wellington (43/2007/062). It was agreed to defer a decision until the planning officer’s comments on visual impact and the impact on existing residents had been received.
(b) Erection of 2 four bedroom houses with car ports and bike store on land opposite Bridge House, Westford, Wellington (43/2007/061).It was agreed to defer the application until the impact had been assessed on site and the view of the various consultees had been received. The council also agreed to contact Taunton DBC to request consideration be given to the development along the northern boundary of the site to be set back sufficiently to provide room for the provision of a footway from the railway bridge to the western boundary of the site.

14256 COMMENTS TO SOMERSET COUNTY COUNCIL ON PLANNING APPLICATIONS
It was agreed to inform Somerset County Council that the town council was in favour of the following plans: (a) Construction of two storey sport hall building which will incorporate special education needs facilities at Court Fields Community School, Mantle Street, Wellington (43/2007/046).

14235 ELECTION OF CHAIRMAN FOR 2007-08
On the proposition of Councillor Bowrah seconded by Councillor Critchard, it was unanimously agreed to elect Councillor Mitton as chairman for 2007-08. Councillor Mitton signed his declaration of acceptance of office as chairman. He thanked councillors for re-electing him as chairman.

14236 WELCOME TO FIVE NEW COUNCILLORS
The chairman welcomed five new councillors following their election on 3rd May 2007 – Councillors Sue Walters, Janet Reed, Jackie Govier, Guy Goodwin and Janet Lloyd – and hoped they would enjoy their work on the town council. He also congratulated the 10 retiring members on their re-election and hoped that everyone would work together as a team to do their best for Wellington.

14237 ELECTION OF VICE-CHAIRMAN FOR 2007-08
On the proposition of Councillor Copley seconded by Councillor A. Govier, it was unanimously agreed to elect Councillor Critchard as vice chairman of the council for 2007-08. Councillor Critchard thanked councillors for re-electing him.

14246 RENEWAL OF ANNUAL SUBSCRIPTIONS
It was agreed to renew the council’s annual subscriptions to Somerset Association of Local Councils, Community Council for Somerset, The Council for the Protection of Rural England, the National Association of Local Councils’ Direct Information Service and the South West Provincial Council.

14247 ANNUAL RENT OF BASINS ALLOTMENTS
On the proposition of Councillor Copley, seconded by Councillor Critchard, it was agreed to increase the annual rent of the council’s allotments at The Basins by £1 to £8 for small plots and by £2 to £14 for large plots with effect from 1st January 2008. Councillor Bowrah declared a prejudicial interest as an allotment tenant and left the hall while this item was considered.

14248 GOVERNOR OF WELLINGTON SCHOOL
A letter was received from Wellington School inviting the council to nominate a governor in place of former councillor E. Warren who was retiring shortly. It was agreed to nominate Councillor Clark.

14249 ADOPTION OF MODEL CODE OF CONDUCT 2007
Members were circulated with a copy of the Local Authorities Model Code of Conduct for Town and Parish Councils 2007 and agreed unanimously to adopt the Code of Conduct without modification.

Wellington Town Council meeting April 2007

Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 2nd April 2007 at 7pm.

PRESENT: Councillor D. Mitton (chairman), who presided, Councillor P. Critchard (vice-chairman), Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams and Mrs N. Wilson, Councillors R. Bowrah, A. Govier, R. Henley, G. James, S. Palmer, and E. Warren, and the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There were apologies from Councillors C. Biscoe and C. Hindley. There were 22 members of the public present.

14192 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton reported that he had attended the Tonedale Local Action Team litter picking exercise a couple of Saturdays previously. It had been great to see so many people turn up and the co-operation between LAT, the town council and the police. In all about 30 people had attended and a lot of rubbish had been picked up in the Tonedale area. He had also attended the St John Ambulance HQ in Victoria Street to see the new automatic external defibrillator which had been purchased with the aid of a grant made by the town council in March. He had also attended one of the early meetings of the area working panels of the county council designed to strengthen links with town/parish councils and the county and also a Market and Coastal Town Association meeting. He had attended the annual Wellington Spring Flower Show the previous Saturday and the opening of Wellington Museum for the new season that day (2nd April).

14193 RETIRING COUNCILLORS
The chairman reported that four councillors were not standing at the May elections and so were attending their last council meeting. He presented Town Council shields to Councillor Valerie Byrne, who had served on the council for two terms and who had been chairman at one time, Councillor Gary James, who had served for 4 years, and Councillor Steve Palmer who had been very active since his co-option 2 years ago. He thanked all the councillors for their service and all suitably replied. The chairman then presented an inscribed silver salver to Councillor Ernie Warren to mark 36 years of outstanding service on the council. He had been a great servant to the town, had been council chairman and was the first Wellington councillor to have been Mayor of Taunton Deane. He would be greatly missed. Councillor Warren replied that he had enjoyed his council work, it had been a real privilege and he had met so many people. He would miss the council work. He wished the new council all the very best for the future. Tributes to Councillor Warren were also paid by Councillors A. Govier, R. Henley and R. Bowrah.

14194 POLICE MATTERS
In the absence of Sgt Doc Nurse the monthly police report was presented by PC Scott Windsor who reported that there had been 13 criminal damage offences in March with 1 arrest; 10 thefts from insecure sheds and buildings and unlocked bikes; 14 offences of criminal damage to motor vehicles; 11 assaults with 5 arrests; 5 thefts from motor vehicles such as radios and satellite navigation equipment; and 3 burglaries, mainly in residential streets where there was no CCTV cameras. He was thanked for attending.

14195 PUBLIC PARTICIPATION TIME: 8 FORE STREET
Mrs Isabel Ward reported that 8 Fore Street, a listed building, had recently been re-painted in purple and orange which she felt was unsuitable. It was agreed to refer the matter to Taunton Deane Borough Council’s conservation officer.

4196 PPT: LAUNCH OF 2007 BLOOM COMPETITION
The chairman of Wellington in Bloom Committee, Mrs Isabel Ward invited councillors to the launch of the 2007 annual gardens and allotments competition at the Blackdown Garden Centre on Friday, 27th April at 7pm.

14197 PPT: FRIENDS OF WELLINGTON PARK
The chairman of Friends of Wellington Park, Mrs Pauline Sturgess reported that the 2007 summer musical programme would be available very shortly and that there would be a big May Day event in the Park on Monday, 7th May. She was pleased to report that Taunton DBC had rescinded its decision to charge the Friends for the use of the Park.

14198 MINUTES OF MARCH COUNCIL MEETINGS
The minutes of the council meetings held on 5th March 2007, as previously circulated to councillors, were received, taken as read and signed as correct.

14199 ROCKWELL GREEN-WESTFORD PATH
With reference to minute 14156 consideration was given to a detailed report from Councillor D. Mitton on a suggested new combined footpath/cycle path between Westford and Rockwell Green. It was agreed unanimously to approach the Market and Coastal Towns Association and Wellington Economic Partnership for the scheme to be considered as MCTA project and also to send a copy to Somerset Highways.

14200 1ST WELLINGTON SCOUT GROUP GRANT REQUEST
A letter, grant application form and accounts were received from 1st Wellington Scout Group asking the town council to consider making a grant of £1,000 towards the £8,500 cost of new camping equipment. On the proposition of Councillor Copley, seconded by Councillor James it was agreed unanimously to make a grant of £1,000.

14201 WHERE GRANT REQUEST
With reference to minute 14158 a letter was received from Westcountry Health Education and Research Enterprise stating that its £20,000 restricted funds were for the provision of specific services and could not be used for other purposes such as funding catering equipment. After some discussion, Councillor G. James proposed, with Councillor C. Critchard seconding, that the council should make a grant of £1,136.21 for catering equipment at the Northfield Centre, Wellington to provide hot meals for residents at the sheltered housing accommodation at Lodge Close. The proposal was carried 3-2 with 3 abstentions. It was agreed to ask WHERE if competitive tenders had been obtained for the equipment. Councillors V. Byrne and A. Govier declared interests as board members of WHERE and left the hall while this item was discussed.

14202 ROSEMARY EATON GRANT REQUEST
With reference to minute 14159 more personal details were received from Rosemary Eaton and also about the African Conservation Experience organisation. On the proposition of Councillor A. Govier, seconded by Councillor V. Byrne it was agreed to make a grant of £100 towards the £3,582 cost of a nature/wildlife project in South Africa she was undertaking with ACE. There was one abstention.

14203 LISTED BUILDINGS
Councillor P. Critchard suggested that the town council should approach English Heritage about listing Lloyds Bank at 27 Fore Street and The Old Forge in Cornhill as buildings of architectural and historical interest. This was agreed. It was also decided to invite Mr Benjamin Webb, Taunton DBC conservation officer to the next meeting.

14204 WELLESLEY PARK PARKING PROBLEMS
Councillor R. Henley reported that a lot of residents had complained about parking problems at the lower end of Wellesley Park. On his suggestion it was agreed, with one abstention, to ask Taunton DBC to seek the views of residents on the current parking problems and possible solutions.

14205 NEW COMPLAINTS PROCEDURE
A detailed report was received from the assistant to the clerk, Mrs J. Thorne on a suggested complaints procedure which was based on guidance from the National Association of Local Councils on how to deal with complaints from the public. The report, attached to these minutes, was approved.

14206 PARKING PROBLEMS IN BOVET STREET
Councillor G. Copley reported that there were growing parking problems in Bovet Street where some disabled residents in the sheltered housing accommodation were unable to park outside their homes because their allocated spaces were taken by other motorists. It was agreed to ask Taunton DBC to consider installing lockable bollards to protect the allocated parking spaces and erecting larger notices about the restricted parking in the area.

14207 PARKING PROBLEMS IN CLIFFORD TERRACE
A letter was received from Mr and Mrs E. Dowsey about parking problems in Clifford Terrace, particularly at the northern end where some new houses were being erected on a former office site. They suggested there should be parking restrictions 9am to 4pm Monday to Friday on the west side of Clifford Terrace. It was agreed to defer the request until the May meeting and in the meantime to ask Somerset Highways for their comments on the suggestion.

14208 AIDEN HODGE GRANT REQUEST
A letter was received from 14 year old Aiden Hodge, of 42 Oaken Ground, Rockwell Green, Wellington, a county youth pool player, asking the town council to consider providing financial support for him to attend the 2007 World Pool Championship qualifiers event at Great Yarmouth on 11th May. It was agreed to authorise the chairman and vice chairman to make a decision on possibly making a reasonable award after obtaining more personal information from Aiden Hodge. Councillor Bowrah declared an interest and left the chamber while this item was discussed.

14208 BUSINESS/APPRENTICESHIPS SURVEY
Councillor R. Bowrah suggested that steps should be taken to find out from the Chamber of Trade about how many people in Wellington were on apprenticeships and what opportunities were available for these. After some discussion it was agreed to refer the matte to Wellington Economic Partnership.

14209 WELCOME TO TONEDALE SIGNS
A letter was received from Mr David Allen, the treasurer of the newly formed Tonedale Local Action Team seeking the town council’s approval of the proposed erection of two “Welcome to Tonedale” signs on the B3187 near the entrance to Swallowfield and near the bus shelter at Tone Industrial Estate. Permission would need to be obtained from landowners and Somerset Highways. Beneath the signs would be shrubs or flower beds which would be maintained by volunteers. Under the main sign there would be provision for a supplementary board to advertise events, such as those used at Bishops Hull to promote their car boot sales. In was agreed to support the proposals in principle but some councillors expressed concern that the second board to advertise forthcoming events might be distracting to motorists. Councillor S. Palmer declared an interest as a member of Tonedale LAT and left the hall while this item was discussed.

14210 MARKET & COASTAL TOWNS INITIATIVE
With reference to minute 14179 a report was received from the assistant to the clerk Mrs J. Thorne on a meeting held on 29th March 2007 to discuss community projects to be put forward for consideration by the Market and Coastal Towns Association. It was decided to approve the report and the 12 projects put forward which included a youth forum/youth council; improved accessibility to community facilities; better co-ordination of local services; support for the arts; lobbying for a Northern Relief Road; more plastic and cardboard re-cycling; better networking between service providers and communities; skills training; more accessible green spaces; improving pedestrian access between Westford and Rockwell Green; developing the small field next to Wellington Sports Centre into a play area for older children; and providing a one-stop community shop for local residents. It was also agreed that Councillors D. Mitton, R. Bowrah and V. Stock-Williams should form the MCTI steering group.

14211 COUNTY STATEMENT OF COMMUNITY INVOLVEMENT
With reference to minute 13756 a letter was received from Somerset County Council stating that the Statement of Community Involvement (SCI) had been adopted and published. The SCI sets out the minimum level of consultation the county council must carry out on planning policy documents and on planning applications. It was agreed to note the letter.

14212 TONEDALE MILL REDEVELOPMENT
The clerk reported that a meeting had been arranged with the new owners of Tonedale Mill to discuss their redevelopment plans. The meeting would be held in the town council chamber on Monday, 16th April 2007 at 6pm. The report was noted and it was agreed to raise the issue of the future of the Basins at the meeting.

14213 POSSIBLE PURCHASE OF SECOND CCTV CAMERA
With reference to minute 14162 the clerk reported that the cost of purchasing a second relocatable CCTV camera would be £8,390. The report was noted.

14214 TONE PLAY AREA GRASS CUTTING QUOTE
With reference to minute 13752 it was agreed to accept a quote from Deane DLO of £41.12 per cut for cutting the grass at the Tone play area during 2007.

14215 PUBLIC FOOTPATH MAINTENANCE QUOTE
With reference to minute 13753 it was agreed to accept a quote from Deane DLO of £1,805.17 for cutting Crosslands (including behind Relyon), Church Lane and Victoria Street footpaths for 2007.

14216 WATERPATH DOG WASTE BIN REQUEST
With reference to minute 14176 a letter was received from Taunton DBC stating that the request for the provision of a dog waste bin at Waterpath, Westford would be considered. The letter was noted.

14217 WEAVERS REACH DOG WASTE BIN
With reference to minute 14161 the clerk reported that a site for the dog waste bin to be provided by the town council at Weavers Reach had been agreed with Taunton DBC and that it should be installed shortly. The report was noted.

14218 NOTICE BOARD FOR BURROUGH WAY ESTATE
With reference to minute 14160 the clerk reported that a site meeting had been held with residents, that a site near the entrance to the Burrough Way estate had been agreed and that Councillors P. Critchard and V. Stock-Williams had accepted a quote of £391 from Deane DLO to supply and erect a wooden notice board. It was agreed to confirm the councillors’ action. It was stated that a quote for a metal notice board was £200 more.

14219 SOMERSET UNITARY AUTHORITY PLAN
With reference to minute a letter was received from Somerset County Council inviting councillors to meetings to discuss the county’s unitary proposals, including one at Wiveliscombe’s Kingsmead School on 21st May at 6.30pm. It was agreed to consider the letter again at the May meeting following the council elections.

14220 HIGHER CAR PARKING CHARGES
With reference to minute 14129 a letter was received from Taunton DBC stating that the higher car parking charges in Wellington and Taunton came into force on 2nd April 2007. The letter was noted. The chairman reported that he had received a reply from Councillor J. Williams, the leader of Taunton DBC, in response to Councillor Mitton’s objections to the increases. The report was noted.

14221 ROPE WALK GATEWAY PROPOSAL
With reference to minute 14121 the clerk reported that a site meeting had been held with Taunton DBC, Somerset Highways and residents, that most residents were in favour of making an official path on to Farthings Pitts Road but planning conditions did not include such provision. Taunton DBC had now blocked the route for legal reasons. A resident had offered £500 towards the cost of construction a path with a pedestrian barrier where it would join the road. Standing orders were suspended to allow Mr P. Donnelly, of 3 Farthings Pitts, Mrs F. Hamacher, of 2 Farthings Pitts and Mr J. Hill, of 22 Rope Walk to speak. All stated they were in favour of creating an official footpath. It was agreed to ask County Highways for approval for such a link.

14222 TONE MULTI USE GAMES AREA
With reference to minute 13633 the clerk reported that work on the multi use games area (MUGA) at the council’s Tone play area would start on Monday, 23rd April. It was expected the work would take 3 weeks to complete. The report was noted.

14223 BASINS ALLOTMENTS
With reference to minute 14122 the clerk reported that 12 new allotments had been created at the council’s Basins allotments following the clearance work which had been carried out near the entrance. All 12 had been let and there were still 6 people on the waiting list. The report was noted.

14224 MANTLE STREET RE-SURFACING
With reference to minute 14006 Councillor R. Bowrah reported that the state of Mantle Street road surface was deteriorating daily. It had been reported in November 2006 that County Highways hoped to re-surface the road during the current financial year. He pressed County Councillors A. Govier and R. Henley to ensure that the scheme was included in the budget for this year.

14225 TEMPORARY CLOSURE OF NYNEHEAD ROAD
A letter was received from Somerset Highways about the temporary closure of the Nynehead Road for 5 days from 2nd April while the railway bridge over the road was repaired. The letter was noted.

14226 REVIEW OF TENDERED BUS SERVICES
A letter was received from Somerset County Council about the review of tendered bus services in Taunton Deane and asking for the town council’s comments and suggestions. It was agreed to note the letter.

14227 COMMUNITY WOODLANDS
A letter was received from Somerset Wildlife Trust about suggested community woodlands. It was agreed to reply that the town council was interested in the project.

14228 TEMPORARY CLOSURE OF EAST NYNEHEAD ROAD
A letter was received from Somerset Highways about the temporary closure of the East Nynehead Road for one ay on 16th April 2007 to allow a permanent reinstatement to be carried out in the road. The letter was noted.

14229 NEW WELLINGTON MEDICAL CENTRE PROPOSALS
With reference to minute 14147 a letter was received from Wellington Medical Centre thanking the council for the opportunity to make their presentation about the proposed new medical centre off Mantle Street. The letter was noted.

14230 WELLINGTON ECONOMIC PARTNERSHIP
With reference to minute 14178 it was agreed that the Market and Coastal Towns Association report (see minute 14210) and the item about apprentices (see minute 14208) should be put on the agenda for the next meeting of Wellington Economic Partnership to be held on Monday, 23rd April 2007.

14232 COUNCIL INCOME/EXPENDITURE TO 31ST MARCH 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2006 to 31st March 2007 was £92,468 (£122,249 estimated for the full year to 31st March 2007) and that expenditure for the same period was £91,751 (£143,150 estimated for the full year to 31st March 2007). The report was noted.

On the proposition of Councillor Bowrah, seconded by Councillor Palmer, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: Mr A. Brown £210.53 petty cash; Mrs J. Thorne £74.22; Inland Revenue £649.18; Haslam’s Precision Engineering £58.75 for a new locking system on council noticeboard; Tone Leisure £2,000 for organising local youth activities (cheque for this amount already received by town council from County Youth Opportunity Fund); Wellington St John Ambulance £1,400 grant; Wireless CCTV £6.27 for telephone calls re CCTV camera; Konica Minolta £73.78 for photocopier servicing charges; Taunton Deane Borough Council £250 for museum lease for quarter 1/4/07 to 30/6//07; Taunton DBC £407.99 for supply and erection of metal seat for Longforth Road coach park bus shelter; Judith Goss Florists £30 for flowers for local war graves for January and February 2007; Wellington in Bloom Committee £1,250 grant; Friends of Wellington Park £1,650 grant; Somerset Association of Local Councils £1,084.22 annual affiliation fee; Community Council for Somerset £25 annual subscription; Stonehenge Masonry £406 for 50% of cost of new Popham shield.

Minutes of the 120th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 2nd April 2007 at 6pm

PRESENT: Councillor D. Mitton (chairman) who presided, Councillor P. Critchard (vice-chairman), Councillors R. Bowrah, G. James, A. Govier (who arrived at 6.20 pm and gave his apologies), S. Palmer, R. Henley, E. Warren, Councillors Mrs V. Byrne, G. Copley, V. Stock-Williams, and N. Wilson, the clerk A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning officer Mr D. Addicott. There were apologies from Councillors C. Hindley and Mrs C. Biscoe. There were 10 members of the public present.

14184 DECLARATIONS OF INTERESTS
Councillor Bowrah said he was a member of Taunton DBC planning committee and reserved his right to vote differently at Taunton DBC planning committee meeting than as at the town council planning meeting as different facts could be placed before him. Councillor Palmer declared an interest in item 3h as vice president of Wellington Rugby Club.

14185 DEFERRED APPLICATION AT 23 NORTH STREET
It was agreed to defer the following application (a) Conversion of ground floor shop with flat over into 2 two bedroomed flats at 23 North Street, Wellington (43/2006/157) at the request of planning officer Mr Addicott who explained the conservation officer had met the applicant and amended plans were likely to be submitted next week.

14186 APPLICATION DETERMINED BY TOWN COUNCIL
The town council received details of an application for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to APPROVE planning permission for the following application: (a) Alteration to provide 5 additional car parking spaces, Priory Court, Priory Gardens, Wellington (43/2007/019) subject to appropriate tree planting. The planning officer recommended refusal because the proposed development would result in the loss of one tree and would be likely to damage the roots of the adjoining trees.

14187 DEFERRED APPLICATION FOR PROPOSED NEW MEDICAL CENTRE OFF MANTLE STREET
With regard to minute 14147, it was agreed to defer the following application: (a) Erection of medical centre with attached services, including car parks, external works and landscaping and formation of access to Mantle Street, land to South and West of 112B Mantle Street (part of Trinity Farm), Wellington (43/2007/026) because the report from county highways was still awaited. The plan is due to come before Taunton DBC on May 23.

14188 DEFERED APPLICATION FOR 52 HIGH STREET, WELLINGTON
It was agreed to defer the following application (a) Erection of a pair of dwellings to rear of 52 High Street, Wellington (43/2006/165) as the report from the conservation officer was still awaited.

14189 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONS
Councillor Govier entered the meeting here at 6.20pm.
It was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Erection of first floor extension to rear of 2 Five Houses, Tonedale, Wellington (43/2007/035LB) and 43/2007/044, (b) Demolition of existing asbestos garage and erection of new single storey garage with attached wood store at Linden Cottage, Linden Hill, Wellington (43/2007/032), (c) Retention of pole used for radio communication, Monument Mini Cabs, 35A Fore Street, Wellington (43/2007/031LB), (d) Internal alterations including redecoration and replacement floorboards to bedroom, 3 Laburnum Cottages, Mantle Street, Wellington (43/2007/030LB), providing the conservation officer is in favour, (e) Application to carry out work to 2 Poplar trees included in Taunton Deane Borough (Wellington No. 1) Tree Preservation Order 1993 at Wellington School playing fields, adjacent to Swains Lane, Wellington (TD581) (43/2007/028T) providing TDBC tree officer agrees work is necessary; Councillor Warren declared an interest as a governor of the school and left the room while this item was considered.

14190 APPLICATION FOR ALTERATIONS AT WELLINGTON RUGBY CLUB
It was agreed to inform Taunton DBC that the council was in favour of the following application: (a) Erection of extension, alterations and new stand at Wellington Rugby Football Club, The Athletic Ground, Corams Lane, Wellington (43/2007/036). Councillors agreed to suspend standing orders to let the applicant’s architect Trevor Spurway speak. He explained there were a number of proposed improvements at the club which included larger changing rooms, better showers, gym, and new stand with about 200 seats. The move was to meet the current Rugby Football Union standards. Councillors welcomed the proposal and agreed to support the application provided there was no overlooking on residential housing. Following his earlier declaration of interest (see minute 14183) Councillor Palmer left the room while this item was considered.

14191 CHANGES TO DELEGATED POWERS
The town council received a letter from Taunton DBC about changes to the scheme of delegation for development control. However, there would be no alterations for decisions made by parish councils which operate the parish delegation scheme such as Wellington.
