Minutes of the 125th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington, on Monday 3rd September 2007 at 6pm
PRESENT: Councillor D. Mitton (chairman) who presided, Councillors P. Critchard (vice-chairman), J. Clark, R. Bowrah, A. Govier, R. Henley, G. Goodwin, Councillors Mrs S. Walters, J. Reed, J. Govier, N. Wilson, J. Lloyd, and V. Stock-Williams (who arrived at 6.13pm) and the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning officer Miss C. Nute. There were apologies from Councillors C. Hindley and Mrs G. Copley. There were 14 members of the public present.
14407 DECLARATIONS OF INTERESTS
Councillor Mitton declared a prejudicial interest on the item on Queens Road. Councillor Lloyd declared a personal interest on the item about Swallowfield plc.
14408 APPLICATION FOR 11 QUEENS ROAD, WELLINGTON
The council received details of the following application: Erection of two storey side extension and porch at 11 Queens Road, Wellington, as amended by letter dated 3rd August 2007 (43/2007/082). The application was deferred at the August meeting (minute 14360) due to the submission of amended plans and to let the original objectors Mr K. Boyes and Mr and Mrs Lock time to comment on the revised plans. Two letters of objection on the amended plans were received from Mr Boyes and Mr and Mrs Lock which reiterated their original objections the proposal would lead to a change in the character of the road and could lead to more cars parked in the street. Planning officer Miss Nute said the amended plans had now made the extension subservient to the house so they were happy with the proposal. Councillor A. Govier recommended approval and was seconded by Councillor Goodwin and the council voted to approve the application (8 in favour, 1 abstention) Councillor Mitton left the room while this item was discussed.
COUNCILLOR MRS V. STOCK-WILLIAMS ARRIVED HERE AT 6.13 PM
14409 DEFERED APPLICATION FOR HAYMANS MILL, WESTFORD
Further to minute 14363, the council agreed to defer the following application: Conversion of mill building (former Haymans Coalyard Warehouse) and extension to form 21 two bed apartments and formation of 32 car parking spaces and bike lockers for 42 bikes, Haymans Mill, Payton Road, Westford, Wellington (43/2007/087). Planning officer Miss Nute said the report from Somerset Highways was still awaited and the Environment Agency wanted to see some changes to the application. Councillors allowed Mr Bundy to speak who said he would like to see development on the site as the current building was deteriorating quickly but was concerned the proposal would lead to greater traffic in Rackfield and was particularly concerned about the long dangerous bend. He said the application would lead to a higher density of traffic in Westford and Rockwell Green. Councillor Mitton proposed deferring the application pending receipt of the report from Somerset Highways and suggested a site visit for councillors which was seconded by Councillor Critchard.
14410 DEFERED APPLICATON FOR FORMER THREE CUPS, FORE STREET
The council agreed to defer the following application as the council was still awaiting the Somerset Highways report: Erection of a terrace of 4 two bedroom cottages and a terrace of 3 two bedroom cottages on land to the rear of the Three Cups, 32-34 Fore Street, Wellington (43/2007/094) and conversion of public house into 3 cottages, the Three Cups (43/2007/095LB).
14411 APPLICATION FOR SANFORD ARMS, SOUTH STREET
The council considered the following application: Extension and conversion of public house into 11 flats, Sanford Arms, 55-57 South Street, Wellington (43/2007/107). Miss Nute explained that Somerset Highways report was still awaited. She said the proposal did not offer any parking on the site. Councillor Govier said although the council usually liked to see car parking on new developments because of the danger it would cause via a small archway access and coming straight out onto a roundabout he would not be recommending parking. Councillors agreed to allow Mr D. Elkington to speak who spoke on behalf of some the residents in South Street. He said the residents objected to the scheme because they felt it was out of character with neighbouring proprieties and was overdevelopment of the site. Councillors also allowed Mr Hatchford to speak who said the proposal would exacerbate the existing problems with parking in Wellesley Park. Councillor Govier said although he wanted to see the site developed he felt the proposal for 11 flats was excessive and recommended refusal on the grounds of overdevelopment which was seconded by Councillor Stock-Williams and was agreed unanimously by the council.
14412 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL
The council considered the following applications:
(a) Erection of extension to warehouse (use class B8), including associated site works including the formation of additional access to unadopted estate road, Unit 3, Lowmoor Industrial Estate, Wellington (43/2007/109). The council recommended approval.
(b) Demolition of building and erection of 2 dwellings, phrase 1, on land at rear of 14 High Street, Wellington (43/2007/112) and demolition of building and erection of 6 dwellings, phrase 2, on land at rear of 14 High Street, Wellington (43/2007/113). The council was still awaiting the report from Somerset Highways and agreed to defer the application
(c) Demolition of existing garage and erection of 2 semi-detached dwellings at 1 Greenway Road, Rockwell Green, Wellington (43/2007/114). The council recommended refusal unless a suitable alternative place could be found for the bus turning point.
(d) Demolition of existing conservatory and erection of single storey day room, Popham House Elderly Persons Home, Courtland Road, Wellington (43/2007/116). The council recommended approval.
14413 REPORT FROM TDBC PLANNING MANAGER JOHN HAMER ON NEW SOMERFIELD SITE
Councillors were circulated with a brief written report from Taunton DBC planning manger John Hamer about the new Somerfield site, off High Street. It informed councillors the planning approval had now been issued following the conclusion of the Section 106 Planning Agreement and Somerfield had commenced some ground investigation work, involving trial pits being dug on the site. Somerfield’s architect had also stated the current programme was for commencement early next year. This was to allow time for the road closure procedure to go through the County Highway Authority and could take up to 3 months, and related to a section of the road leading from Scotts Lane to the former Kwik Save car park. Following this, the tendering process would be gone through.
