Minutes of the 124th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington, on Monday 6th August 2007 at 6pm

PRESENT: Councillor D. Mitton (chairman) who presided, Councillors C. Hindley, A. Govier, G. Goodwin (who arrived at 6.06pm), Councillors Mrs S. Walters, J. Govier, J. Lloyd, G. Copley, V. Stock-Williams (who arrived at 6.13pm) and the clerk A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning officer Mr A. Pick. There were apologies from Councillors P. Critchard (vice-chairman), R. Bowrah, J. Clark, R. Henley, and Mrs J. Reed and N. Wilson. There were 4 members of the public present.

14359 DECLARATIONS OF INTERESTS
Councillor Mitton declared a prejudicial interest in the item on Queens Road.

COUNCILLOR GOODWIN ENTERED HERE AT 6.06 PM

14360 DEFERED APPLICATION FOR 11 QUEENS ROAD, WELLINGTON
The council received details of the following application: Erection of two storey side extension and porch at 11 Queens Road, Wellington (43/2007/082). Two letters of objection were received from Mr K. Boyes and from Mr and Mrs Lock and one letter from a J.A Smith raising no objection. Mr Pick informed the council that amended plans had just been submitted to the planning authority. It was agreed to defer the application until the next planning meeting to allow sufficient time for the neighbours to be notified of the amendments and to give any observations. Councillor Mitton left the room while this item was discussed.

14361 APPLICATION FOR LLOYDS PHARMACY TO BE DETERMINED BY TOWN COUNCIL
The town council received details of the following application for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996: Installation of air conditioning condensers at Lloyds Pharmacy, Luson Surgery, Fore Street, Wellington (43/2007/086). One letter of objection had been received from a Mrs L Prouse. Mr Pick recommended approval subject to the usual conditions of time limit, materials, and noise emissions. Councillor Hindley proposed approval with Councillor Walters seconding and the council agreed to approve the application subject to the conditions mentioned.

14362 DEFERED APPLICATION FOR TONE WORKS, WELLINGTON
It was agreed to defer the following application: Restoration of industrial buildings to provide 8 live work units, provision of museum, café/bar, sustainable energy centre and timber storage area, relocation of existing allotments, together with land remediation and flood mitigation measures and enabling development comprising the erection of 140 dwellings and 6 industrial start units and provision of access roads at Tone Works, Wellington (43/2007/059 and 43/2007/060LB). The council was still awaiting reports from consultees and it was agreed a special meeting would be arranged at date to be confirmed to consider this application fully.

14363 DEFERED APPLICATION FOR HAYMAN’S MILL, WESTFORD
It was agreed to defer the following application as the report from Somerset Highways was still awaited: Conversion of mill building (former Haymans Coalyard Warehouse) and extension to form 21 two bed apartments and formation of 32 car parking spaces and bike lockers for 42 bikes, Haymans Mill, Payton Road, Westford, Wellington (43/2007/087).

14364 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL
The council recommended approval for the following applications:
(a) Application to carry out management work to 3 Horse Chestnut trees and one Lime tree included in Taunton Deane Borough (Wellington No. 10) Tree Preservation Order 1997 at Wellington School (TD681) (43/2007/088T), subject to the approval of the tree officer.
(b) Outline permission for the erection of a dwelling at land adjacent to 1 Wayside Cottages, Pyles Thorne Lane, Wellington (43/2007/074). The council was informed there had been a previous application on this site for a two storey dwelling which had been objected to by neighbours and which it had previously objected to for reasons of overdevelopment of the site and the impact on the character of the area. However this application was for a bungalow and there were no objections from neighbours. Mr Pick said he would recommend refusal as there was no real change to the siting of the development and it was felt it would be too cramped. Councillor Gloria Copley said as the neighbours were happy she would recommend approval which was seconded by Councillor Guy Goodwin.
(c) Alterations to fenestration at Unit A Drakes Place, Wellington (43/2007/083) and alterations to fenestration at Unit B Drakes Place, Wellington (43/2007/084 and 43/20007/085LB), subject to the conservation officer’s approval.
(d) Formation of new access to serve vehicle repair workshop with ancillary sales, Summerfield Way, Chelston Business Park, Wellington (46/2007/019), subject to the approval of Somerset Highways.
(e) Replacement of existing signage with new, and repainting external door at 15 High Street, Wellington (43/2007/090LB).
(f) Retention of solar water-heating panels on the roof in the front elevation of 49 High Street, Wellington (43/2007/129LB). The conservation officer recommended refusal on the grounds it was out-of-keeping with the dwelling. However councillors felt these sorts of measures should be encouraged and did not feel the panels would be clearly seen from the street.
(g) Erection of 3 uplighters and security camera at 24 Fore Street, Wellington (43/2007/103LB). There was no report from the conservation officer. It was felt the camera was a good idea and the uplighters would be in keeping with the building.
(h) Application to carry out management work to one oak tree included in Taunton Deane Borough (Wellington No. 6) tree preservation order 2006 at 31/33 Oakfield Park, Wellington (TD1019) (43/2007/110T), subject to the approval of the tree officer.
(i) Retention of projecting wall mounted sign at 21 High Street, Wellington (43/2007/104).
