Wellington Town Council planning minutes October 2007

­Minutes of the 126th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington, on Monday 1st October 2007 at 6pm

PRESENT: Councillor D. Mitton (chairman) who presided, Councillors P. Critchard (vice-chairman), J. Clark, R. Bowrah, A. Govier, R. Henley (who arrived at 6.30pm), G. Goodwin, Councillors Mrs S. Walters, J. Reed, J. Govier, N. Wilson, J. Lloyd, G. Copley and V. Stock-Williams and the clerk Mr A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning manager Mr J. Hamer. There were apologies from Councillor C. Hindley. There were 3 members of the public present.

14448 DECLARATIONS OF INTERESTS
Councillors Critchard and Bowrah stated they were members of Taunton DBC planning committee and reserved their right to vote differently at Taunton DBC planning committee meeting than as at the town council planning meeting as different facts could be placed before them. Councillor Henley made a similar declaration on his arrival.

14449 APPLICATION FOR 38 MILLSTREAM GARDENS, WELLINGTON
The council received details of the following application: Demolition of garage and erection of two storey side extension with integral garage, conservatory to rear and porch at 38 Millstream Gardens, Wellington (43/2007/111). Planning manager Mr Hamer informed councillors the planning department had just received amended plans and the revised proposal was set further back which overcame the original objection from planners. However the amended plans did not provide enough space for 2 off-road parking spaces. Mr Hamer suggested approval subject to the provision of 2 parking spaces which was proposed by Councillor A. Govier and seconded by Councillor Copley. Councillors approved the application 13 – 0 with one abstention.

14450 DEFERED APPLICATION FOR HAYMANS MILL, WESTFORD
Further to minute 14363 and 14409, the council agreed to defer the following application: Conversion of mill building (former Haymans Coalyard Warehouse) and extension to form 21 two bed apartments and formation of 32 car parking spaces and bike lockers for 42 bikes, Haymans Mill, Payton Road, Westford, Wellington (43/2007/087). Mr Hamer said although they had not received the report from Somerset Highways he had spoken with them and they were likely to recommend no objections to the application subject to Rackfield being resurfaced up to the access point of the site. The Environment agency had raised concerns about flood risk and there were one of two issues in terms of wildlife. Mr Hamer said he had some concerns with an element of overlooking and loss of natural light with the existing properties. Councillors suspended standing orders to allow a member of the public Mr Bundy to speak who raised concerns the development would create a narrow road and felt the proposal for 21 flats was too much. Councillor Walters was concerned about farm vehicles negotiating the road following the development. The chairman suggested deferring the application and organising a site visit which was seconded by Councillor A. Govier and was agreed by the council.

COUNCILLOR HENLEY ENTERED HERE AT 6.30PM

14451 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL
The council considered the following applications: (a) Erection of a terrace of 4 two bedroom cottages and a terrace of 3 two bedroom cottages on land to the rear of the Three Cups, 32-34 Fore Street, Wellington (43/2007/094). The council recommended refusal because allowing vehicular access would cause an unacceptable danger to pedestrians using the public footpath under the archway of the former public house.
(b) Demolition of building and erection of 2 dwellings, phase 1, on land at rear of 14 High Street, Wellington (43/2007/112) and demolition of building and erection of 6 dwellings, phase 2, on land at rear of 14 High Street, Wellington (43/2007/113). The council recommended approval.
(c) Alterations to access, erection of wall, erection of workshop/barn, formation of earth mound at Burts Farm, Ford Street, Wellington (44/2007/017). Although the proposal is in the parish of Wellington Without the council was asked for its comments as it may affect properties in its area. The council recommended refusal because it was overdevelopment, too large, and out of keeping.
(d) Retention of 2 blackboard signs and 1 externally illuminated projecting sign at Rule 7, 21 High Street, Wellington (43/2007/118LB and 43/2007/120A). The council recommended approval subject to an amended plan revising the illumination arrangement to meet the approval of the planning officer. If no amendments were made then it would recommend refusal.
(e) Replacement windows at Over 55 Club, North Street, Wellington (43/2007/138LB). The council recommended approval subject to the applicant satisfactorily providing adequate justification for the work.
(f) Erection of dwelling and refurbishment of existing accommodation to form 2 dwellings at 15A Fore Street, Wellington (amended scheme) (43/2007/117). The council recommended approval subject to the usual conditions of no undue overlooking or loss or privacy.
(g) Erection of dwelling to rear of 36 Rockwell Green, Wellington (43/2007/125). The council recommended approval subject to the usual conditions of no undue overlooking or loss or privacy.
(h) Erection of dwelling adjacent to 40 Churchfields, Wellington (43/2007/128). The council recommended approval subject to the usual conditions of no undue overlooking or loss or privacy.
(i) Demolition of existing dwelling and replacement with 2 new dwellings (amended scheme) at 17 Oaken Ground, Rockwell Green, Wellington (43/2007/137). The council recommended approval subject to the usual conditions of no undue overlooking or loss or privacy.
(j) Erection of dwelling on land adjacent to 16 Victoria Street, Wellington (43/2007/13). Planning officer’s assessment: Proposal appears subservient and would continue the building line of the adjoining property. The council recommended approval subject to the usual conditions of no undue overlooking or loss or privacy.
(k) Erection of two storey building to incorporate 2 one bedroom units and 2 two bedroom units on land adjacent to Humphreys Road, Wellington (43/2007/133). The council agreed to defer its comments because the application had only been placed before them that evening and it was agreed by 8 – 0 with 4 abstentions that if it was to be considered by Taunton Deane before the next meeting the town council would recommend refusal.
