MINUTES OF THE ANNUAL COUNCIL MEETING OF WELLINGTON TOWN COUNCIL HELD IN WELLINGTON UNITED REFORMED CHURCH HALL, FORE STREET, WELLINGTON ON MONDAY, 14TH MAY 2007 AT 6PM
PRESENT: Councillor D. Mitton (chairman), who presided, Councillor P. Critchard (vice chairman), Councillors Mrs G. Copley, Mrs J. Govier, Mrs J. Lloyd, Mrs J. Reed, Mrs V. Stock-Williams, Mrs S. Walters, Mrs N. Wilson, Councillors R. Bowrah, J. Clark, G. Goodwin, A. Govier, R. Henley and C. Hindley, and the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There were 6 members of the public present.
14235 ELECTION OF CHAIRMAN FOR 2007-08
On the proposition of Councillor Bowrah seconded by Councillor Critchard, it was unanimously agreed to elect Councillor Mitton as chairman for 2007-08. Councillor Mitton signed his declaration of acceptance of office as chairman. He thanked councillors for re-electing him as chairman.
14236 WELCOME TO FIVE NEW COUNCILLORS
The chairman welcomed five new councillors following their election on 3rd May 2007 – Councillors Sue Walters, Janet Reed, Jackie Govier, Guy Goodwin and Janet Lloyd – and hoped they would enjoy their work on the town council. He also congratulated the 10 retiring members on their re-election and hoped that everyone would work together as a team to do their best for Wellington.
14237 ELECTION OF VICE-CHAIRMAN FOR 2007-08
On the proposition of Councillor Copley seconded by Councillor A. Govier, it was unanimously agreed to elect Councillor Critchard as vice chairman of the council for 2007-08. Councillor Critchard thanked councillors for re-electing him.
14238 ELECTION OF COMMITTEES
The following committees were elected: Finance Committee – Councillors Mitton, Critchard, Clark, A. Govier, Hindley and J. Govier; Footpaths Committee – Councillors Mitton, Reed, Walters, Stock-Williams and Wilson; Environment, Tourism and Town Guide Committee – Councillors Copley, Critchard, Lloyd and Stock-Williams; Emergency Planning Committee – Councillors Bowrah, A. Govier, J. Govier, Hindley and Mitton; Staffing Committee – Councillors Hindley, Mitton, Lloyd and Wilson; CCTV Committee – Councillors Critchard, Copley, A. Govier, Mitton, Stock-Williams and Goodwin.
14239 ELECTION OF REPRESENTATIVES ON WELLINGTON TWINNING ASSOCIATION
Councillor Copley was elected as one of the council’s two representatives on Wellington Twinning Association. The other position was left temporarily unfilled.
14240 ELECTION OF REPRESENTATIVE ON WELLINGTON COMMUNITY ASSOCIATION
Councillor Mitton was elected as the council’s representative on Wellington Community Association.
14241 ELECTION OF REPRESENTATIVES ON WELLINGTON ECONOMIC PARTNERSHIP
Councillors A. Govier, Mitton, Copley and Stock-Williams were elected as the council’s four representatives on Wellington Economic Partnership.
14242 ELECTION OF REPRESENTATIVES ON THE HOSPITAL OF SIR JOHN POPHAM (Popham Flats in Victoria Street)
Councillors Stock-Williams and Hindley were elected as two of the council’s three representatives on the Hospital of Sir John Popham (Popham Flats). The other position was temporarily left unfilled. .
14243 ELECTION OF REPRESENTATIVE ON WELLINGTON IN BLOOM COMMITTEE
Councillor Stock-Williams was elected as the council’s representative on Wellington in Bloom Committee.
14244 ELECTION OF REPRESENTATIVE ON FRIENDS OF WELLINGTON PARK
Councillor Goodwin was elected as the council’s representative on Friends of Wellington Park.
14245 REPRESENTATIVE ON SOMERSET ASSOCIATION OF LOCAL COUNCILS
Councillor Mitton was elected as the council’s representative on the Somerset Association of Local Councils.
14246 RENEWAL OF ANNUAL SUBSCRIPTIONS
It was agreed to renew the council’s annual subscriptions to Somerset Association of Local Councils, Community Council for Somerset, The Council for the Protection of Rural England, the National Association of Local Councils’ Direct Information Service and the South West Provincial Council.
14247 ANNUAL RENT OF BASINS ALLOTMENTS
On the proposition of Councillor Copley, seconded by Councillor Critchard, it was agreed to increase the annual rent of the council’s allotments at The Basins by £1 to £8 for small plots and by £2 to £14 for large plots with effect from 1st January 2008. Councillor Bowrah declared a prejudicial interest as an allotment tenant and left the hall while this item was considered.
14248 GOVERNOR OF WELLINGTON SCHOOL
A letter was received from Wellington School inviting the council to nominate a governor in place of former councillor E. Warren who was retiring shortly. It was agreed to nominate Councillor Clark.
14249 ADOPTION OF MODEL CODE OF CONDUCT 2007
Members were circulated with a copy of the Local Authorities Model Code of Conduct for Town and Parish Councils 2007 and agreed unanimously to adopt the Code of Conduct without modification.
