Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall, Fore Street, Wellington on Monday, 4th June 2007 at 7.25pm (start of meeting was delayed due to preceding planning meeting over-running)
PRESENT: Councillor D. Mitton (chairman), who presided, Councillors Mrs G. Copley, J. Govier, J. Lloyd, J. Reed, V. Stock-Williams and S. Walters, Councillors R. Bowrah, J. Clark, G. Goodwin, A. Govier, and C. Hindley and the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There were apologies from Councillors P. Critchard, R. Henley and N. Wilson There were 8 members of the public present.
14296 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton reported that in May he had attended the Mayor of Taunton Deane’s annual dinner and dance at Oake Golf Club and the mayor’s annual civic service at Norton Fitzwarren as well as the annual Wellington Street Fair on Sunday, 3rd June 2007.
14297 POLICE MATTERS
In the absence of Sgt Doc Nurse, the police report for May was given by PC Nick Feetenby who stated that the crime figures for the month were very low compared with the same time last year, especially as the period included half-term when there were often more crimes. There were 4 criminal damage offences, including a broken shop window and damaged shop door in High Street (unfortunately the CCTV cameras had been looking in the wrong direction at the time); 1 theft from a motor vehicle where an aerial had been unscrewed from a car (the public seemed to be heeding police advice not to leave valuables in their cars); 8 thefts including a bird bath and insecure bike; 5 cases of criminal damage to vehicles in the Wellesley Park area where wing mirrors had been knocked off cars: as a result of neighbours acting immediately and detaining the culprits, 2 youths had been arrested and had admitted the offences. The number of incidents in the town centre following “kicking out” times at public houses was very low compared to last year. He gave details of an incident at Court Fields Community School where the head Mrs Elaine Faull had been hit across the forehead by an 18 year old former girl pupil and where the incident had been “filmed” on a mobile phone and put on the internet. The girl, who ran from the school, had later handed herself in to the police. She admitted the assault and showed remorse The girl had no previous convictions and after speaking to the head, the police gave the girl a caution under the criminal justice system which was set up to give people a second opportunity. It had not been a serious assault. It was agreed to send a letter a letter to Mrs Faull stating that the council would strongly support her and her staff over such incidents. PC Feetenby was thanked for attending.
14298 PUBLIC PARTICIPATION TIME: HIGH FORE STREET PAVEMENT
Mrs M. Baker drew attention to a high pavement in Fore Street near the entrance to North Street car park which caused problems for pedestrians, particularly the elderly. It was agreed to arrange a site meeting with Somerset Highways to see what action could be taken to improve the situation.
14299 PPT: SOMERST UNITARY AUTHORITY PROPOSALS
Mr T. Morgan said he hoped the council would have a reasoned debate on the proposal by Somerset County Council to set up a Somerset unitary authority and said he had been puzzled how extra money had been found for a referendum at a time when councils claimed to be short of funds.
14300 CONFIRMATION OF MINUTES
The minutes of the annual council meeting held on 14th May 2007 and the monthly council meetings also held on 14th May 2007, as previously circulated to councillors, were taken as read and signed as correct.
14301 LISTED BUILDINGS AND CONSERVATION AREAS
Mr Benjamin Webb, Taunton DBC’s conservation officer, gave a detailed talk on listed buildings and conservation areas. Buildings were listed for reasons such as age, rarity, association, architecture and were ranked by English Heritage as grade 1 (international importance), grade 2* (national interest such as Tonedale and The Court House) and grade 2 (more regional and local interest which formed 90% of listed buildings). Conservation areas were considered to be of architectural and historic interested. He explained that part of Mantle Street had recently been de-designated and was no longer a conservation area because of adverse alterations carried out to various buildings. He agreed to supply leaflets about conservation areas and the chairman undertook to arrange for their delivery.
14302 COUNTY COUNCIL’S UNITARY PROPOSALS
With reference to minute 14266 consideration was given to whether the town council should support or oppose the unitary proposals of Somerset County Council. Councillor Bowrah proposed, with Councillor Reed seconding, that the council should move straight to a vote without a debate but the proposal was defeated 5-4. After a wide ranging debate during which some strong views in support and against the unitary proposal were expressed, Councillor Govier proposed, with Councillor Goodwin seconding, that the council should agree there was a difference of opinion among members and should take no further action. The proposition was carried unanimously.
14303 NHS FOUNDATION TRUST
With reference to minute 14282 it was agreed to make no comments about Somerset Partnership NHS and Social Care Trust – which provides care for people in Somerset who experience mental health and learning disability problems - becoming an NHS Foundation Trust by January 2008.
14304 CORNHILL REDEVELOPMENT
Members received a copy of a report by Taunton DBC’s economic development and regeneration manager, Mr Steve Kendall on the current situation about the developing and improving Cornhill. The report, to be considered by TDBC’s strategic planning, transportation and economic development scrutiny panel on 5th June, recommended setting up a Cornhill task and finish group to identify a potential way forward for the regeneration of the area and to conclude its work by 31st March 2008. It was agreed to note the report.
14305 PARKING PROBLEMS IN CLIFFORD TERRACE
With reference to minute 14207 a letter was received from Taunton DBC’s parking and civil contingencies manager, Mr John Lewis stating that the request for double yellow lines for safer turning was one for Somerset Highways and that if it was felt that residents’ parking should be introduced in Clifford Terrace due to commuter parking he considered it would have to be on a zone or area basis covering virtually the whole town as nowhere in Wellington was more than 15 minutes walk from the town centre. It was agreed to send a copy of the letter to the residents in Clifford Terrace seeking their views on the letter and to reconsider the matter later.
14306 WEP CONSTITUTIONAL AMENDMENTS
Members received a copy of a report by Taunton DBC’s economic development and regeneration manager, Mr Steve Kendall on proposed constitutional amendments to Wellington Economic Partnership to be presented to TDBC’s strategic planning, transport and economic development scrutiny panel on 5th June. The purpose of the report was to update members on progress being made by WEP in driving forward the generation agenda for Wellington; to highlight changes needed to be made to the existing constitution of the WEP to allow it to carry out a more modern and independent role in Wellington; and to seek members’ views on the proposals outlined in the report. After some discussion it was agreed in principle that the town council was not opposed to the proposals in the report, subject to discussions at the next WEP meeting.
14307 RUSTY ELECTRICITY POWER POLES IN LONGFORTH ROAD
It was reported that complaints had been received about two rusty electricity poles in Longforth Road – one so badly corroded that it had a large hole in it. The clerk had contacted Western Power who had confirmed the poles would be given urgent attention and would be fitted with metal collars and possibly repainted – as had happened to a similarly corroded pole in Courtland Road. The report was noted.
14308 TONEDALE MILL REDEVELOPMENT
With reference to minute 14212 a letter was received from the Rev Peter Curtis expressing concerns about some of the proposals, particularly the access to car park 7 and proposed convenience store. He urged the town council to support the previously agreed mini roundabout as the preferred means of access to car park 7. The chairman reported that he had contacted Somerset Highways who stated that they were not in favour of the mini roundabout. It was agreed to inform Mr Curtis accordingly and to consider his letter again when the new plans were received.
14309 TONE MULTI USE GAMES AREA
With reference to minute 14222 the clerk reported that the Tone multi use games area had been completed, had been well received by residents and was being well used. It was also reported that Tonedale Local Action Team would be holding a BBQ at the play area on Sunday, 8th July from 12 noon to 4pm. The reports were noted.
14310 WEAVERS REACH DOG WASTE BIN
With reference to minute 14217 the clerk reported that the new dog waste bin had been installed at Weavers Reach. The report was noted.
14311 BURROUGH WAY NOTICE BOARD
With reference to minute 14218 the clerk reported that the new Burrough Way notice board had been installed. The report was noted.
14312 MORE LITTER BINS NEEDED
With reference to minute 14175 the clerk reported that Taunton DBC had erected new larger type litter bins in North Street near the police station and outside the 55 Club, had installed a new large bin outside the youth centre in Mantle Street and had replaced the damaged bin with a new one by the parish church bus shelter. The report was noted. Councillor Lloyd reported that she felt the new bin by the youth centre restricted visibility towards Rockwell Green. It was agreed that the chairman and the clerk should look at the situation.
14313 BURCHILLS HILL 30MPH SPEED LIMIT EXTENSION
With reference to minutes 14165 and 14120 the clerk reported that the order extending the 30mph speed limit in Burchills Hill by 111 metres to a point 250 metres south west of its junction with Milverton Road was now operational. The report was noted.
14314 COURT FIELDS SCHOOL PRESENTATION EVENING
An invitation was received from Court Fields Community School for the chairman and councillors to attend the school’s annual presentation evening on Thursday, 21st June 2007 at 7.30pm. Members were asked to reply direct to the school.
14315 NOTABLE TREES IN TAUNTON DEANE
A letter was received from Taunton DBC stating a project was being launched to highlight 50 notable trees within the district, one from each parish and seeking the town council’s support over selecting a notable tree for Wellington. It was agreed to take part in the project.
14316 PARRETT CATCHMENT RESIDENTS’ FOCUS GROUP
A letter was received from ADAS UK Ltd seeking the council’s help for recruiting local residents to take part in a focus group about the local environment as part of the Parrett catchment case study project and stating that a discussion evening was being held at the Cleve Hotel, Wellington on 10th July 2007. Councillor Hindley agreed to represent the council at the meeting on 10th July.
14317 RURAL HOUSING CONFERENCE AT SPARKFORD
A letter was received from Mendip Housing inviting a representative from the council to attend a rural housing conference at Sparkford on Friday, 15th June at a cost of £50. It was agreed to note the letter.
14318 TEMPORARY ROAD CLOSURE ORDER FOR CARNIVAL
Notice was received from Taunton DBC of the temporary road closures order for Wellington carnival on 29th September 2007. The notice was noted.
14319 LOCAL POLICING SUMMARY
A letter was received from Avon & Somerset Police Authority enclosing local policing summary leaflets on how the Police had performed against the targets set by the authority. Although there had been a slight rise in crime overall this year, around 3,000 more crimes had been detected and crime had been cut in three key priority areas of burglary, robbery and theft of motor vehicles. The letter was noted.
14320 COUNTY HIGHWAYS ENVIRONMENTAL MAINTENANCE
Members received a copy of Somerset County Council’s highways environmental maintenance information sheet.
14321 WELLINGTON ECONOMIC PARTNERSHIP
With reference to minute 14286 no recommendations or suggestions were put forward for inclusion on the agenda for the next meeting of Wellington Economic Partnership to be held on Monday, 11th June 2007 at 6pm.

14323 COUNCIL INCOME/EXPENDITURE TO 31ST MAY 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 31st May 2007 was £38, 103 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £15,316 (£166,800 estimated for the full year to 31st March 2008). The report was noted.
14324 ACCOUNTS FOR PAYMENT
On the proposition of Councillor Bowrah, seconded by Councillor Hindley, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: Mr A. Brown £100, Mrs J. Thorne £88.70, Inland Revenue £679.87, Councillor D. Mitton £500 for chairman’s allowance, BT £48.46 for fax calls and servicing charges for 3 months to 31st July 2007; GP Sport and Leisure £41,382.78 for supply and installation of multi use games area at Tone play area; PC Webshop Ltd £17.63 for update of council’s website; Taunton Deane Borough Council £128.08 for relocation and installation of CCTV camera at South Street car park; Wellington United Reformed Church for hire of church hall for council meetings in April, May and June 2007.

14323 COUNCIL INCOME/EXPENDITURE TO 31ST MAY 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 31st May 2007 was £38, 103 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £15,316 (£166,800 estimated for the full year to 31st March 2008). The report was noted.
14324 ACCOUNTS FOR PAYMENT
On the proposition of Councillor Bowrah, seconded by Councillor Hindley, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: Mr A. Brown £100, Mrs J. Thorne £88.70, Inland Revenue £679.87, Councillor D. Mitton £500 for chairman’s allowance, BT £48.46 for fax calls and servicing charges for 3 months to 31st July 2007; GP Sport and Leisure £41,382.78 for supply and installation of multi use games area at Tone play area; PC Webshop Ltd £17.63 for update of council’s website; Taunton Deane Borough Council £128.08 for relocation and installation of CCTV camera at South Street car park; Wellington United Reformed Church for hire of church hall for council meetings in April, May and June 2007.
