Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall, Fore Street, Wellington on Monday 1st October 2007 at 7.20pm (The start of the meeting was delayed due to the council’s planning meeting over-running)
PRESENT: Councillor D. Mitton (chairman) who presided, Councillors P. Critchard (vice-chairman), J. Clark, R. Bowrah, A. Govier, R. Henley, G. Goodwin, Councillors Mrs G. Copley, S. Walters, J. Reed, J. Govier, N. Wilson, J. Lloyd, and V. Stock-Williams, the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There was an apology from Councillor C. Hindley. There were 6 members of the public present.
14452 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton said September had been an interesting month for Wellington. The food town event had taken place which was a success. Every single town councillor who was available helped out at the event. It was estimated between 8,000 and 10,000 people attended. There were some lessons to be learned for the future. It was hoped another food town event on a smaller scale such as an open market could be organised for December. Councillor Henley paid tribute to the hard work of the chairman and his wife Jill in helping to organise the food town. A coordinator had also been appointed for Wellington Food Town and the Market and Coastal Town’s Initiative. Wellington in Bloom had great success in achieving gold and winning the Portman cup again as well as many other achievements which had been achieved largely due to the involvement of the community. The carnival had also taken place on a wet night but the chairman was pleased to see a great effort from those involved.
14453 POLICE MATTERS
There was an apology and no report from the police as the new sergeant had not yet been appointed for Wellington.
14454 PUBLIC PARTICIPATION TIME: WELLINGTON IN BLOOM
Mrs Isabel Ward, chairman of Wellington in Bloom, thanked the town council for its support and funding, the parks team for their hard work, the retailers for their support and other members of the community for their efforts in achieving this year’s awards.
14455 CONFIRMATION OF MINUTES
The minutes of the council meetings held on 3rd September 2007, as previously circulated to councillors, were taken as read and signed as correct by the chairman Councillor Mitton with the following amendments: for minute 14411 for the application for the Sanford Arms that the county council would not be recommending parking for the development; for minute 14419 that Councillor Critchard declared an interest in this item and left the room while this was considered.
14456 GRANT APPLICATION FOR WELLINGTON RUGBY FOOTBALL CLUB
A letter was received from Wellington Rugby Football Club asking for the council to release the initial amount of £3,750 pledged and scheduled to come from next year’s expenditure (from a total pledge of £7,500) to allow work for the gas main to proceed (See minute 14258). The total cost of diverting the main was £7,114.63 and Wales and West Utilities were requesting payment in full with the order for work with an estimated lead time of a minimum of 20 weeks. Councillor A. Govier proposed releasing the grant which was seconded by Councillor Bowrah, and the council voted unanimously in favour of releasing the money.
14457 TRAFFIC PROBLEMS IN HOLYOAKE STREET
The subject was initially raised at the last council meeting (see minute 14416). The council agreed to suspend standing orders to allow Mrs Shirley Angus of Holyoake Street to speak. She said following last month’s council meeting a survey had been conducted amongst residents in which 42 were in favour of action being taken to improve traffic flow, speed calming, and safety. A proposal had also been drawn up by local resident Mr Frape who recommended a one-way system for Holyoake Street and part of Seymour Street. A letter was also received from Councillor Hindley who also supported a one-way system. Councillor Reed reported on her findings after conducting a traffic count on Holyoake Street and found that there were 238 vehicles entering or leaving Holyoake Street between 8am and 9.15am. Councillor Reed felt the county council should evaluate the traffic situation in the area. Councillor Copley also carried out a traffic count on Holyoake Street between 4pm and 6pm found there were 313 vehicles entering or leaving the street. She felt many people were using the street as a short cut and felt it was quite an unacceptable amount of traffic which travelled down there. Councillor Bowrah also raised concerns about an increase in traffic in the street if the proposed developments at Tonedale were given permission. Councillor A. Govier said he had spoken to Highways and asked them to contact the developers about funding a study into the traffic needs of the area. He said he would support a site visit with Highways to see if anything could be done immediately. Councillor Lloyd said she was not in favour of one-way system as she thought this would encourage speeding and also thought some of problems were caused by employees from Relyon parking on the street. She thought the best course of action would be the introduction of traffic calming measures. Councillor Critchard thought the council should write to Swallowfield and Relyon about not using Holyoake Street and said he also felt it was time to look at the whole traffic management system in Wellington. Councillor Mitton said he felt a site visit was needed to look at short-term solutions. The clerk recommended sending the proposal from Mr Frape to Ian Titcombe of county highways asking for his suggestions and to arrange a site visit which was agreed by the council. He also agreed to write to Swallowfield and Relyon asking them to ensure HGV’s did not use Holyoake Street.
14458 ALLOTMENT WORKING GROUP
Councillor Stock-Williams proposed the setting up of an allotment working group to discuss the need for more allotments in the town. The current waiting list for the allotments at the basins which were owned by the town council was up to 44 after the recent publicity about allotments at the food town event. Councillor Stock-Williams spoke to the forward plans unit at Taunton DBC about the possible inclusion of allotments in the local development framework. The council agreed to write to the forward plans unit and ask that for any future large scale housing development in the town that some land be set aside for allotments by means of section 106 agreements. It was also agreed to set up the working group consisting of the following members: Councillors Stock-Williams, Lloyd, Reed and Critchard.
14459 ROAD SIGNAGE AT BURROUGH WAY
Councillor Stock-Williams asked the council to consider a proposal to place additional road signage at Burrough Way. She explained there was some confusion at present because as after you entered the estate the road to the right was signed ‘The Brambles’ but the road to the left was not signed because it was still part of Burrough Way – the main road through the estate. Local residents had requested a sign be placed on the road to the left clearly stating Burrough Way to stop any further confusion. It was agreed to write to Taunton DBC to ask them to consider the proposal.
14460 NEW SOMERFIELD STORE
With reference to minute 14413 a letter was received from the Government Office for the South West about the notice announcing the order for the stopping up of the access road off Scott’s Lane for work to start on the new store. Councillor Henley said he welcomed the news and said if Somerfield did not live up to its promise Taunton DBC would take appropriate action.
14461 NORTHERN RELIEF ROAD
With reference to minute 14425 a letter was received from the county council and a copy of a letter sent to Taunton DBC with its reply about the Northern Relief Road. The letter from the town council asked for suggestions on what steps the council should take to enhance the likelihood of the relief road scheme being approved and the response from Taunton DBC was that the letter had been forwarded to the county council as the highways authority and the most appropriate place to start with the request. The reply from Ryan Bunce, transport planner, at the county council stated the scheme was reliant on the existence of a suitable development to provide the funds and there was currently no scheme suitable to fund the relief road. The letters were noted.
14462 DOG WASTE BINS
With reference to minute 14392 a letter was received from Taunton DBC about requests for dog waste bins at Beech Hill and Waterpath which stated that the site at Beech Hill had only scored 18 points and Waterpath just 8. Successful bin requests scored from 23 to 28 points. It was agreed the council write back to request the dog waste bin at the junction of Courtland Road and Beech Grove be replaced as there was suitable land there for it to be placed.
14463 WELLINGTON BOXING CLUB GRANT APPLICATION
With regard to minute 14375 it was reported the Wellington Boxing Club had closed and so the grant of £300 approved by the council in August would not be paid. The information was noted.
14464 MANTLE STREET RE-SURFACING
With reference to minute 14268 it was reported that part of Mantle Street and part of Fore Street would be closed for one day on 21st October to enable resurfacing works to be carried out. The information was noted.
14465 CCTV CAMERAS
With reference to minute 14381 it was reported that all 6 town centre CCTV cameras had been changed to Bewator Solairs dome cameras which were smaller and more powerful than the previous cameras with better contrast and which worked at lower light levels. Councillor Bowrah suggested a visit be organised next year to look at the CCTV centre in Bridgwater which was agreed. It was also agreed to write a letter to the CCTV manager to thank him for his efforts.
14466 FREE CHRISTMAS PARKING IN WELLINGTON
With reference to minute 13956 it was reported that Taunton DBC would again be providing free parking in the public car parks at North Street, South Street, and Longforth Road on the four Saturdays leading up to Christmas – December 1st, 8th, 15th, and 22nd. The information was noted.
14467 FUTURE MANAGEMENT OF WASTE IN SOMERSET
A letter was received from the county council about the future management of waste in the county for the next 20 years. The letter was noted.
14468 HGV PINCH POINT CONSIDERATION
A letter was received from Somerset County Council about its compilation of a list of roads which were unsuitable for Heavy Goods Vehicles in order to improve routing information. It was agreed to reply stating that Holyoake Street should be added to the list.
14469 FOOT AND MOUTH OUTBREAK AND RIGHTS OF WAY
A letter was received from county council leader Councillor Jill Shortland about the confirmation of the outbreak of Foot and Mouth disease in Surrey in September and the implications it had for the county but to stress Somerset’s rights of ways remained open to the public. The letter was noted.
14470 RESURFACING AT FORD STREET
A letter was received from Somerset Highways stating part of Ford Street, in Wellington Without, would be closed for 3 days from 15th October to enable resurfacing to be carried out. The letter was noted.
14471 REMEMBRANCE SERVICES IN NOVEMBER
A letter was received from Wellington branch of Royal British Legion inviting chairman and councillors to two remembrance service in November. The letter was noted.
14472 CLIMATE CHANGE
A letter was received from the Department for Environment, Food, and Rural Affairs on ways to tackle climate change. The letter was noted.
14473 TOWN AND PARISH STANDARD
The first edition of the revised Town and Parish Standard from the Standards Board for England was circulated to members. The information was noted.
14474 WELLINGTON ECONOMIC PARTNERSHIP
It was reported that the next meeting of the partnership was to be held on Tuesday 2nd October 2007 at 6pm.

14476 COUNCIL INCOME/EXPENDITURE TO 30TH SEPTEMBER 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 31st September 2007 was £140,140 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £101,398 (£166,800 estimated for the full year to 31st March 2008). The report was noted.
14477 ACCOUNTS FOR PAYMENT
On the proposition of the chairman, seconded by Councillor Bowrah, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: Wellington Carnival Committee £700 grant; Taunton Deane Borough Council £72.26 for repairs to town centre benches; Taunton Deane Borough Council £250 for museum lease for 1/10/07 to 31/12/07; Hinewood Cleaning Services £62 for town centre bus shelter cleaning and office window cleaning for August 2007; Reflective Safety & Promotional Products £98.20 for 3 reflective jackets and 3 reflective waistcoats; Taunton Deane Community Transport Ltd £216 for subsidised hospital patient transport during August (54 single trips at £4 a trip); Eden Foods £275 for carnival night civic reception buffet; Acanthus Press £1,385 for 5,000 Wellington Walks folders; The Cheese and Wine Shop £119.31 for wines etc for carnival civic reception.
14478 PROBLEMS IN CORNHILL
Councillor Copley informed members about trespassing in Cornhill. Two of the doors which had been boarded up had been forced open and young people had been playing about inside. She had contacted the police. The clerk said he would report the matter to the owner and ask for the doors to be boarded up.
14479 PAPERS, REPORTS, NEWSLETTERS ETC
The clerk reported the following newsletters and reports were available from the clerk’s office for members to read if they wished: What’s on in Taunton Deane for October 2007; Autumn edition of THATCH, the rural community magazine for Somerset; the annual report 2006-2007 from Mendip Housing who manage almost 4,000 homes in central Somerset; European Union newsletter on cohesion.

On the proposition of the chairman, seconded by Councillor Bowrah, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: Wellington Carnival Committee £700 grant; Taunton Deane Borough Council £72.26 for repairs to town centre benches; Taunton Deane Borough Council £250 for museum lease for 1/10/07 to 31/12/07; Hinewood Cleaning Services £62 for town centre bus shelter cleaning and office window cleaning for August 2007; Reflective Safety & Promotional Products £98.20 for 3 reflective jackets and 3 reflective waistcoats; Taunton Deane Community Transport Ltd £216 for subsidised hospital patient transport during August (54 single trips at £4 a trip); Eden Foods £275 for carnival night civic reception buffet; Acanthus Press £1,385 for 5,000 Wellington Walks folders; The Cheese and Wine Shop £119.31 for wines etc for carnival civic reception.
14478 PROBLEMS IN CORNHILL
Councillor Copley informed members about trespassing in Cornhill. Two of the doors which had been boarded up had been forced open and young people had been playing about inside. She had contacted the police. The clerk said he would report the matter to the owner and ask for the doors to be boarded up.

The clerk reported the following newsletters and reports were available from the clerk’s office for members to read if they wished: What’s on in Taunton Deane for October 2007; Autumn edition of THATCH, the rural community magazine for Somerset; the annual report 2006-2007 from Mendip Housing who manage almost 4,000 homes in central Somerset; European Union newsletter on cohesion.
