Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall, Fore Street, Wellington on Monday, 6th August 2007 at 7pm

PRESENT: Councillor D. Mitton (chairman), who presided, Councillors Mrs G. Copley, J. Govier, J. Lloyd, V. Stock-Williams, and S. Walters and Councillors R. Bowrah, G. Goodwin, A. Govier, and C. Hindley, and the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There were apologies from Councillors P. Critchard (vice chairman), R. Henley, J. Clark and Councillors Mrs J. Reed and N. Wilson. There were 8 members of the public present.

14365 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton reported he had attended meetings regarding Wellington Food Town and the Market and Coastal Towns Initiative. On the 8th July he had attended the formal opening of the multi-use games area at Tonedale recreational ground. He also represented the council at the cricket club open day, and on the 1st August attended the scout centenary event. He also attended a charity event organised by the mayor of Yeovil.

14366 POLICE MATTERS
The clerk reported that Sgt Doc Nurse was unable to attend as he had left Wellington and had moved to Taunton following his promotion to inspector. A temporary sergeant would be looking after the Wellington area until a permanent replaced was appointed. Councillor Bowrah wished to pass on his congratulations to Doc Nurse and the chairman expressed the council’s sadness to see him go and said he would be leaving a big hole to fill. It was agreed to send a letter of congratulations to Sgt Nurse on his promotion. The council also received a crime report from Wellington police station which showed it was a quiet month with a reduction once again in thefts from motor vehicles. During July there had been 9 cases of criminal damage to motor vehicles, 10 cases of other criminal damage, 9 assaults, 5 burglaries from outbuildings and 2 other burglaries, 8 thefts of insecure property (mainly from gardens), 7 cases of shop lifting, 3 instances of internet fraud, 3 thefts from motor vehicles, and 1 theft of a motor vehicle.

14367 PUBLIC PARTICIPATION TIME: NEW TREE WARDENS
Wellington tree warden Mr Steve Palmer introduced some of the new tree wardens which would be covering the whole parish - Tony Sumner, and Kevin and Dot Allen. Tony and Pat Sumner would be covering the East Ward, Kevin and Dot Allen the West Ward, Colette Hayter the North Ward, and Steve Palmer would be covering Rockwell Green and acting as the primary contact with the council. Mr Palmer said there were many trees in Wellington and it was quite a large task. The 50 notable trees project which had been running some time was coming to its climax at the end of the month and he wished to thank everybody who supported it. The chairman thanked the tree wardens for their efforts.

14368 PPT: WELLINGTON IN BLOOM
Mrs Isabel Ward, the chairman of Wellington in Bloom Committee, thanked everybody who had supported the judging day for Wellington in Bloom on the 19th July. She said the judges had been very impressed and the results would be announced on the 20th September in St. Ives. Councillor Hindley, who represented the council at the event, said the judges were particularly impressed with the high standard of community involvement and he praised the community spirit of the town.


14369 CONFIRMATION OF MINUTES
The minutes of the council meetings held on 2nd July 2007, as previously circulated to councillors, were taken as read and signed as correct by the chairman Councillor Mitton.

14370 RESTORATIVE JUSTICE SCHEME
Councillors considered how much funding to give to the new restorative justice scheme which was outlined to them by Councillor A. Govier in last month’s meeting (minute 14333). The council was informed that the scheme had already been granted funding from the county council and Taunton Deane. Councillor Hindley proposed with Councillor Bowrah seconding that a grant of £2,500 should be awarded which was carried unanimously.

14371 QUALITY COUNCIL STATUS
Councillor Mitton explained one of the benchmarks for how a parish council was performing was the acquisition of quality status. There were various tests the council must complete to attain quality status regarding: electoral mandate (80 per cent of the members must have been elected), which the town council already meets; qualified clerk; council meetings; communication, such as a council newsletter; annual report; accountability; and code of conduct. Councillor Mitton said he would like to work towards these goals during the next 6 months which was agreed by council.

14372 TONE PLAY AREA DRAINAGE PROBLEMS
Councillor Mitton said it was very noticeable how wet and boggy the bottom end of the play area at Tonedale was and currently about a quarter of it could not be used at that end. He suggested the council investigate the possibility of draining the area and it was agreed to obtain quotes for the work.

14373 TWINNING LINKS
Councillor Bowrah informed members the current mayor of Immenstadt would be retiring next year after more than 35 years in office. He praised the hard work of the mayor and said he had done much towards creating harmonious links with Wellington and felt he should be rewarded for his work with an appropriate gift. Councillor Copley informed the council there would be a twinning trip from Immenstadt next year and thought it would be nice for the council to officially invite the mayor to Wellington in April 2008. It was agreed that Councillors Bowrah and Copley would look for an appropriate gift and that a civic invitation would be sent to the mayor of Immenstadt.

14374 GRANT APPLICATION FROM BEECH GROVE COMMUNITY CO-OP
An application was received for a grant of £300 from the newly-formed Beech Grove Community Co-op who provide a link for local producers to supply locally grown/produced food to the community via a box scheme. The grant was needed to help with start-up costs and to provide a float so it could accept healthy start vouchers from those on lower incomes. Councillor Mitton recommended approval for £300, which was seconded by Councillor Hindley, and it was agreed by the council.

14375 GRANT APPLICATION FROM WELLINGTON BOXING CLUB
An application was received for a grant of £300 from the newly-formed Wellington Amateur Boxing Club who teach boxing to young people. The grant was needed to purchase equipment for training and development. Councillor Hindley proposed approval for the grant, which was seconded by Councillor Copley, and it was agreed by the council.

14376 GRANT APPLICATION FROM REMINISCENCE LEARNING
An application and accounts were received for a grant of £500 from Reminiscence Learning who provide training within the field of reminiscence, dementia care, and planning activities, and who provide activity angels and fitness fairies to run activities and specialist projects for older people and those with long term physical or mental health problems. The grant was needed towards the cost of a project for providing a series of activity sessions designed to focus on the older person living within the community and those suffering from long-term mental or physical health problems. The total cost of the project was £13,170. Councillor Mitton proposed approving a grant of £500 on condition that the full target was reached, which was seconded by Councillor Hindley and it was approved by the council. The council also agreed to suggest to Reminiscence Learning it should also apply to both Taunton DBC and Somerset County Council for funding.

14377 POSSIBLE PARKING RESTRICTIONS IN CLIFFORD TERRACE
With reference to minutes 14344 and 14305 the council considered whether to impose parking restrictions in Clifford Terrace. This item had been deferred from the July meeting to give the 18 residents more time to reply to the town council asking for their views about parking restrictions. The clerk informed the council there had been no more replies since the last meeting and only a total of 7 replies had been received. It was agreed as there had been little response to this that no action should be taken.

14378 TAUNTON DEANE BOROUGH COUNCIL DRAFT PLAY STRATEGY
Councillors were asked for their comments on Taunton DBC’s draft play strategy which had been circulated to councillors. Councillor J. Govier expressed her disappointment at the very short notice given by Taunton DBC to the town council for its comments. She suggested more indoor soft play areas and places where children could do more imaginary play. Councillor A. Govier said he felt greater use should be made of the town council and ward councillors on issues concerning their area such as where section 106 money should be spent. It was agreed to inform Taunton DBC accordingly.

14379 WELLINGTON FOOD TOWN
Councillor Mitton reported on the progress of the Wellington Food Town event on September 8th and 9th. He said it was hoped there would be about 60 stalls for the event on Saturday 8th and there would be two marquees set up in the Conservative Club car park, where there would be cookery demonstrations, and in the High Street. In the evening there would be a beer and curry night. It was hoped a park and ride scheme would be set up for visitors and volunteers were still needed to help during the day. The emphasis was for it to be very much a community event. There had been substantial funding for the event which included a grant from the town council.

14380 SHOPLIFTING PROBLEMS IN THE TOWN CENTRE
A copy of a letter sent to Jeremy Browne MP was circulated to councillors from the owners of Teare’s newsagents about shoplifting problems caused by a group of Taunton DBC tenants in the town centre. The council expressed its sympathy with Teare’s owners and was sorry there were no police present at the meeting to give their views about this. Councillor A. Govier suggested the letter should be forwarded to the police inspector for this area and also to Taunton DBC housing department and the anti-social behaviour coordinator which was agreed by the council. He also suggested a joint meeting should be organised between the town council, representatives of the police, and chamber of trade to look at how to tackle the problem. Councillor Mitton suggested members of the Shopwatch scheme should also be invited. The council agreed to set up the meeting.

14381 CCTV CAMERAS
With regard to minute 14346 the council was informed the CCTV committee had decided to locate the second camera in South Street. Councillors had also been circulated a letter from CCTV manager Barry Donbavand about upgrading the current CCTV cameras in Wellington. He stated the cost to upgrade all 6 cameras would be approximately £12,000 and there was only £6,000 to £8,000 available in this year’s budget the remainder would come from next year’s budget unless the town council could offer financial assistance which would enable an almost immediate upgrade. The council agreed to make up the shortfall needed by way of a loan on the understanding the loan would be repaid next year when the funds were available.

14382 PROVISION OF A NORTHERN RELIEF ROAD
With regard to minute 14336 two letters were received from Somerset County Council and Taunton DBC in reply to the town council’s proposal and support for a northern relief road. The county council had copied the letter to Jeff Copp of the transport development group and to Transport Policy Manager Stephen Walford for their consideration and comments. Taunton DBC Principal Planner Ian Ayre said the town council’s views would be taken into account during the progression of work on the Local Development Framework and he assured the council it would be formally consulted on future policies connected with the LDF. The letters were noted.

14383 MOTORISTS JUMPING TOWN CENTRE LIGHTS
With regard to minute 14351, two letters were received from Somerset Highways and the Somerset Road Safety Partnership in reply to the town council’s request for filter lights and a camera to be installed at the High Street/Fore Street junction. Mr A Boyle from Somerset Highways said the provision of right turn green arrows would not be a viable solution with the current staging arrangement and would lead to an increase in the overall cycle time and Terry Bale of Somerset RSP said he could not justify installing a red light running camera at the junction because of the low accident rate. The letters were noted. The clerk informed the council he had sought Sgt Nurse’s views about this before his departure and he suggested looking into the possibility of having an extra delay in the time between the red lights and the pedestrian green man light going on. It was agreed to look into this possibility.

14384 PROVISION OF MORE CYCLE RACKS IN TOWN CENTRE
With regard to minute 14337, a report from the clerk was received by councillors about the provision of 9 additional cycle racks in the town centre. Outside Somerfield 3 more racks were to be installed, 2 on the south side of High Street near the One Stop shop, 2 on the north side of High Street – 1 near The Mount and 1 near the bus shelter, and 2 on the north side of High Street near Stags. The report was noted.

14385 CAB GRANT
With regard to minute 14339 a letter of thanks was received from Taunton and District Citizens Advice Bureau for the council’s grant of £1,780 towards the annual running costs of the twice weekly Wellington outreach surgery. The letter was noted.

14386 WITHDRAWN PLANNING APPLICATION AT 52 HIGH STREET
With regard to minute 14293 (June meeting), a letter was received from Taunton DBC stating the planning application for 52 High Street, Wellington, had been withdrawn. The letter was noted.

14387 COUNCIL ACCOUNTS FOR 2006-07
With reference to minute 14265 (May meeting), a report from the external auditors Moore Stephens was received by the council. It stated that ‘no matters have come to our attention giving cause for concern’. The report was noted.

14388 TRAFFIC PROBLEMS/FLOWS IN MANTLE STREET
With regard to minute 14347, a letter was received from Somerset Highways in reply to the town council’s letter about traffic flows in Mantle Street. Traffic counts were taken between 11am on Monday 15th January and 7am on Friday 19th January and showed daily traffic flows ranging from 1,845 to 1,942 southbound with an hourly peak of 135 and from 2,447 to 3,523 northbound with an hourly peak of 259. The report was noted.

14389 SOMERSET COUNTY COUNCIL’S UNITARY BID
With regard to minute 14302 (June meeting), a letter was received from county council leader Jill Shortland about the Government’s rejection of the county council’s bid for a unitary authority because ‘there was not a reasonable likelihood of achieving support from a cross-section of partners and stakeholders as measured against the stated criteria’. The letter was noted.

14390 APPRENTICESHIPS SURVEY
With regard to minute 14208 (April meeting) a letter and report was received from the Learning and Skills Council showing there were 65 people undertaking apprenticeships within the TA21 postcode area (41 between 16-18 years, 14 between 19-20 years, 9 between 21-24 years and 1 between 25-59 years). The information was noted.

14391 WELLINGTON WALKS LEAFLET
With regard to minute 13905 (August 2006 meeting), it was reported the clerk and chairman had accepted a quote of £2,690 from Acanthus Press Ltd for 5,000 copies of walks leaflets/folders. The quote was over £2,000 cheaper than the other quote received. All the leaflets printed last year had been used. The council agreed to authorise the action of the chairman and clerk in accepting the quote.

14392 DOG BIN REQUESTS
With regard to minute 14176 (March meeting), the council received letters from Taunton DBC stating that requests for dog bins at Beech Hill and Waterpath had been unsuccessful because each location gained low scores on Taunton DBC’s dog bin marking system. Councillor A. Govier felt further clarification should be sought from Taunton DBC on how the marks were divided between the various criteria and it was agreed the council would write to Taunton DBC. It was also agreed to ask for a replacement dog bin at the junction of Beech Grove with Courtland Road for the one which had been taken away during the recent building work.

14393 NEW TRAFFIC REGULATIONS IN WELLINGTON
With regard to minutes 13739 and 13872 (April and July 2006 meetings), the clerk reported new traffic regulations providing more on-street parking in Champford Lane, Fore Street, High Street, and Cornhill, and double yellow lines in Waterloo Road at the junctions with Bovet Street and George Street, and a loading bay, and a single yellow line in Millstream Gardens had come into force on Monday August 6 2007. The report was noted.

14394 PLANNING APPEAL FOR APPLICATION AT FOXDOWN LODGE
With regard to minute 14104 (February meeting), the clerk reported an appeal had been lodged against the decision of Taunton DBC to refuse permission for the erection of 4 houses on land south of Foxdown Lodge, Foxdown, Wellington (43/2007/004). The report was noted.

14395 CORNHILL TASK AND FINISH GROUP
A letter was received from Taunton DBC regarding the setting up of a Cornhill Task and Finish Group. A meeting had been arranged for Tuesday 4th September in the committee room at Deane House at 6 pm. The letter was noted.

14396 INVITATION TO WELLINGTON SCOUT GROUP RECEPTION
A letter was received from 1st Wellington Scout Group inviting councillors to a buffet reception on Tuesday 14th August at 8 pm in the Scout HQ to welcome 33 Portuguese Scouts and also to a special service to mark the scouting centenary at St John Fisher Church on Sunday 19th August at 5 pm. Councillor Copley praised scout leader Steve Altria’s hard work in achieving this. It was agreed councillors would notify the clerk or assistant on their availability for the events. Councillors A. Govier and J. Govier gave their apologies as they would be on holiday during these events.

14397 GARDENING SHOW AT VICTORIA PARK, TAUNTON
A letter was received from Taunton DBC about a gardening/allotment show on Sunday 7th October from 12 pm to 5 pm at Victoria Park, Taunton. The letter was noted.

14398 TAUNTON DEANE AREA WORKING PANEL
A letter was received from Somerset County Council asking for nomination of one representative for the Taunton Deane Area Working Panel. The council agreed to nominate Councillor Mitton.

14399 TONE MILL PARTNERSHIP ADDRESS REQUEST
A letter was received from Tone Mill Partnership asking if Tone Mill Trust can use the offices of the town council as a temporary registered address for correspondence until trustees had been appointed. It was agreed to allow this request.

14400 WELLINGTON ECONOMIC PARTNERSHIP
A verbal report was made by Councillor Mitton on the Wellington Economic Partnership meeting held on 23rd July 2007. Councillor Mitton told members the partnership received updates on the food town and the Market and Coastal Towns Initiative. It was also reported that an advertisement for a co-ordinator for the food town and the MCTI had been placed and it was hoped an appointment would be made before the end of August. The constitutional amendments to the partnership were still progressing. The reports were noted.

14401 PLANNING DECISIONS BY TAUNTON DBC
The clerk reported that Taunton Deane Borough Council had approved the following plans: (a) Erection of conservatory to north east elevation at Payton Cottage, Payton, Wellington (43/2007/080), (b) Erection of single storey extension to the rear at 12 Orchard Close, Lower Westford, Wellington (43/2007/073), (c) Erection of supermarket (2,187 sq m) and retail unit with first floor offices with associated car parking and servicing, 36-46 High Street together with land to rear between High Street and Scotts Lane, and formation of new access to High Street, Wellington (43/2004/141), (d) Erection of medical centre with attached services, including car parks, external works and landscaping and formation of access to Mantle Street, land to south and west of 112B Mantle Street (part of Trinity Farm), Wellington (43/2007/026), (e) Erection of single storey extension over garage and single storey extension to rear at 38 Andrew Allan Road, Wellington (43/2007/072), (f) Erection of car port to south east elevation at 4 Church Fields, Wellington (43/2007/070), (g) Erection of single storey extension to dining room, Wellington School, South Street, Wellington (43/2007/076), (h) Erection of classroom block with examinations hall, land adjacent to Princess Royal Sports Centre, Wellington School, South Street, Wellington as amplified by letters dated 3rd and 11th July 2007 (43/2007/077), (i) Erection of a conservatory to the rear of 27 Richards Close, Wellington (43/2007/078), (j) Erection of building for storage use together with associated access and landscaping, land adjoining Unit 2, Rylands Farm Industrial Estate, Bagley Road, Wellington as amended by letter dated 4th June 2007 with accompanying drawing No. 5203/1 Rev d (43/2007/071).

14402 COUNCIL INCOME/EXPENDITURE TO 31st JULY 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 31st June 2007 was £96,352 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £70,814 (£166,800 estimated for the full year to 31st March 2008). The report was noted.

14403 ACCOUNTS FOR PAYMENT
On the proposition of Councillor Mitton, seconded by Councillor Hindley, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: EDF Energy £147.36 for electricity for office/chamber for period 13/4/07 to 4/7/07; EDF Energy £11.06 for electricity for Rackfield street light for period 1/4/07 to 30/6/07; Taunton and District Citizens Advice Bureau £1,780 grant; Hinewood Cleaning Service £62 for town centre bus shelter cleaning and office window cleaning for June 2007; Wireless CCTV £9,858.25 for new CCTV camera; Taunton Deane Borough Council £2,990.07 for May 2007 election costs; Konica Minolta £241.96 for photocopier lease for period 11/6/07 to 31/8/07; Taunton Deane Borough Council £200 for work carried out for town council on Sir John Popham flower bed at Wellington Park; Moore Stephens £470 for external audit of 2006-07 town council accounts; Taunton Deane Community Transport Ltd £164 for subsidised hospital patient transport for June (41 single trips at £4 per trip); Acanthus Press Ltd £1,305 for 5,000 Wellington Walks leaflets; Mr A. Brown £100 petty cash; Mrs J. Thorne £66.87 for extra hours of work during July; Inland Revenue £670.05 for income tax and national insurance; BT £308.68 for telephone, email and fax charges and servicing charges for period 27/4/07 to 26/7/07; Taunton Deane Community Transport Ltd £200 for subsidised hospital patient transport for July 2007 (50 single trips @ £4 a trip).

14404 PRAISE FOR FIRE BRIGADE IN FLOODING
Councillor A. Govier praised the outstanding work of Wellington Fire Brigade for its assistance in various locations in different parts of the country hit hard by recent severe flooding. It was agreed the chairman should write a letter of thanks to the station crew for all their efforts.

14405 STAFFING MATTERS
The council considered a report from the staffing committee on the contract of employment of the assistant to the town clerk. The committee referred to the fact that Mrs J Thorne had obtained her Certificate in Local Council Administration and recommended with effect from 1st June 2007 that her hourly rated pay should increase from £6.24 to £6.63 and that her post and grade should be reviewed during 2007. The committee also recommended the chairman should review her duties and responsibilities particularly in relation to the work the council might need to complete reach ‘quality council status’ and that he should produce a further report. The committee also recommended that her hours of work should be increased to an average of 17 hours of work with immediate effect. It was agreed that the public opening hours of the office should also increase by half an hour a day with effect from 1st September. It was further recommended that should the clerk Mr A. Brown wish to retire next year then he should be given a half day pre-retirement leave per week for the last 26 weeks of his employment providing he gave 6 months notice. The report and recommendations of the staffing committee were all approved.

14406 PAPERS, REPORTS, NEWSLETTERS ETC
The clerk reported that the following reports, newsletters etc had been received and were available for members to read if they wished: TDBC’s What’s On for August 2007; Taunton DBC’s Local Development Framework Statement of Community Involvement which was adopted in July 2007; Taunton Deane Council for Voluntary Service bulletin for the local voluntary and community sector for July 2007; Somerset Road Safety Partnership’s leaflet Working Together to Reduce Casualties; consultation leaflet from Regional Assembly about review of additional pitch requirements for gypsies and travellers in the South West; Lillebonne Town Council’s municipal magazine for July and August 2007.

14359 DECLARATIONS OF INTERESTS

14360 DEFERED APPLICATION FOR 11 QUEENS ROAD, WELLINGTON
The council received details of the following application: Erection of two storey side extension and porch at 11 Queens Road, Wellington (43/2007/082). Two letters of objection were received from Mr K. Boyes and from Mr and Mrs Lock and one letter from a J.A Smith raising no objection. Mr Pick informed the council that amended plans had just been submitted to the planning authority. It was agreed to defer the application until the next planning meeting to allow sufficient time for the neighbours to be notified of the amendments and to give any observations. Councillor Mitton left the room while this item was discussed.

COUNCILLOR STOCK-WILLIAMS ENTERED HERE AT 6.13 PM

14361 APPLICATION FOR LLOYDS PHARMACY TO BE DETERMINED BY TOWN COUNCIL
The town council received details of the following application for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996: Installation of air conditioning condensers at Lloyds Pharmacy, Luson Surgery, Fore Street, Wellington (43/2007/086). One letter of objection had been received from a Mrs L Prouse. Mr Pick recommended approval subject to the usual conditions of time limit, materials, and noise emissions. Councillor Hindley proposed approval with Councillor Walters seconding and the council agreed to approve the application subject to the conditions mentioned.

14362 DEFERED APPLICATION FOR TONE WORKS, WELLINGTON
It was agreed to defer the following application: Restoration of industrial buildings to provide 8 live work units, provision of museum, café/bar, sustainable energy centre and timber storage area, relocation of existing allotments, together with land remediation and flood mitigation measures and enabling development comprising the erection of 140 dwellings and 6 industrial start units and provision of access roads at Tone Works, Wellington (43/2007/059 and 43/2007/060LB). The council was still awaiting reports from consultees and it was agreed a special meeting would be arranged at date to be confirmed to consider this application fully.

14363 DEFERED APPLICATION FOR HAYMAN’S MILL, WESTFORD
It was agreed to defer the following application as the report from Somerset Highways was still awaited: Conversion of mill building (former Haymans Coalyard Warehouse) and extension to form 21 two bed apartments and formation of 32 car parking spaces and bike lockers for 42 bikes, Haymans Mill, Payton Road, Westford, Wellington (43/2007/087).

14364 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL
The council recommended approval for the following applications:
(a) Application to carry out management work to 3 Horse Chestnut trees and one Lime tree included in Taunton Deane Borough (Wellington No. 10) Tree Preservation Order 1997 at Wellington School (TD681) (43/2007/088T), subject to the approval of the tree officer.
(b) Outline permission for the erection of a dwelling at land adjacent to 1 Wayside Cottages, Pyles Thorne Lane, Wellington (43/2007/074). The council was informed there had been a previous application on this site for a two storey dwelling which had been objected to by neighbours and which it had previously objected to for reasons of overdevelopment of the site and the impact on the character of the area. However this application was for a bungalow and there were no objections from neighbours. Mr Pick said he would recommend refusal as there was no real change to the siting of the development and it was felt it would be too cramped. Councillor Gloria Copley said as the neighbours were happy she would recommend approval which was seconded by Councillor Guy Goodwin.
(c) Alterations to fenestration at Unit A Drakes Place, Wellington (43/2007/083) and alterations to fenestration at Unit B Drakes Place, Wellington (43/2007/084 and 43/20007/085LB), subject to the conservation officer’s approval.
(d) Formation of new access to serve vehicle repair workshop with ancillary sales, Summerfield Way, Chelston Business Park, Wellington (46/2007/019), subject to the approval of Somerset Highways.
(e) Replacement of existing signage with new, and repainting external door at 15 High Street, Wellington (43/2007/090LB).
(f) Retention of solar water-heating panels on the roof in the front elevation of 49 High Street, Wellington (43/2007/129LB). The conservation officer recommended refusal on the grounds it was out-of-keeping with the dwelling. However councillors felt these sorts of measures should be encouraged and did not feel the panels would be clearly seen from the street.
(g) Erection of 3 uplighters and security camera at 24 Fore Street, Wellington (43/2007/103LB). There was no report from the conservation officer. It was felt the camera was a good idea and the uplighters would be in keeping with the building.
(h) Application to carry out management work to one oak tree included in Taunton Deane Borough (Wellington No. 6) tree preservation order 2006 at 31/33 Oakfield Park, Wellington (TD1019) (43/2007/110T), subject to the approval of the tree officer.
(i) Retention of projecting wall mounted sign at 21 High Street, Wellington (43/2007/104).

PRESENT: Councillor D. Mitton (chairman), who presided, Councillor P. Critchard (vice chairman), Councillors Mrs G. Copley, J. Govier, J. Reed, V. Stock-Williams, S. Walters and N. Wilson, Councillors R. Bowrah, J. Clark, G. Goodwin, A. Govier, R. Henley and C. Hindley and the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There was an apology from Councillor Mrs J. Lloyd. There were 2 members of the public present.

14331 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton reported that the assistant to the clerk, Mrs J. Thorne had been gained her Certificate in Local Council Administration and congratulated her on her achievement. June had been a busy month during which he had attended the church service to mark the 400th anniversary of the death of Sir John Popham; the AGM of the 1st Wellington Scout Group to whom he had presented a cheque for £1,000 as a grant from the council towards new camping equipment; the 25th Falklands War anniversary service in Taunton along with the vice chairman, Councillor P. Critchard; the county children’s country dancing festival at Wells Cathedral which had been attended by pupils from St John’s Primary School; the 100th concert in the Wellington which had been a great day; had visited Beech Grove Primary School with Councillor A. Govier to talk about the work of the town council and councils in general; the annual presentation evening at Court Fields Community School which showed how the school had developed over the years with impressive performances which reflected the dedication of the pupils and staff and the head Mrs E. Faull; the AGM of Wellington Chamber of Trade and spoke about the Wellington Food Town Project and Christmas festivities; official opening of the new children’s centre at Beech Grove Primary School; Veterans’ Day event in Taunton; and Yeovil Town Council’s annual service.

14332 POLICE MATTERS
Sgt Doc Nurse reported that there had been a continuing decrease in crime. During June there had been 8 cases of criminal damage (broken windows and doors, culprits had been detained and issued with £80 on the spot fines), 8 thefts (some incorrectly recorded), 4 cases of criminal damage to motor vehicles (2 youths had receive final warnings for kicking car doors), 16 assaults, of which 8 were domestic. He recalled that a few months ago there had been a spate of thefts from cars. Since then the police had been trying to educate motorists not to leave things of value in their cars, especially not on view. While walking their beat PCSOs had noticed 90 cars with valuables in and had spoken to the drivers or left advice. The message seemed to be getting across for there had been only 3 thefts from cars during June. The chairman thanked the police for the very quick response when his son had been assaulted and Councillor R. Bowrah also praised the quick response of police community support officers over a “drunk” in High Street. Sgt Nurse reported that since the Tonedale Local Action Team had been formed anti social behaviour in the area since Christmas had dropped by 85%. It demonstrated that partnership working did work with the community getting more actively involved. The PCSO scheme was proving a successful and was allowing the police to target crime more effectively.

14333 RESTORATIVE JUSTICE SCHEME
Members were circulated with details of a proposed restorative justice scheme for Wellington where members of the public would be involved in deciding the appropriate punishment for such cases as anti social behaviour and criminal damage. Councillor A. Govier said that the scheme aimed at bringing victims, offenders and community together to decide on a response to a particular crime. It was about putting victims’ needs at the centre of the criminal justice system and finding positive solutions to crime by encouraging offenders to face up to their actions. The county council would meet three-quarters of the cost and he proposed that the town council should agree in principle to help fund the scheme but should defer until the August meeting the precise amount it was prepared to donate. His proposal was seconded by Councillor Goodwin and carried unanimously. Sgt Nurse said the scheme would give a real opportunity for the community to get involved in and see what happened to those who offend. He was very keen to see the scheme piloted in Wellington.

14334 PUBLIC PARTICIPATION TIME: WELLINGTON IN BLOOM
Mrs I. Ward, the chairman of Wellington in Bloom Committee, reported that the judging for the 2007 competition would take place on Thursday, 19th July and that the town faced even stiffer competition this year as it was in the same group as Torquay. She thanked Councillor R. Bowrah for his kind remarks over her efforts to get action taken over the derelict former discount stores in High Street.

14335 CONFIRMATION OF MINUTES
The minutes of the council meeting held on 4th June 2007, as previously circulated to councillors, were taken as read and signed as correct subject to amending minute 14294 to show that Councillor A. Govier felt the application for a detached dwelling at 14 Victoria Street was appropriate.

14336 PROVISION OF NORTHERN RELIEF/DISTRIBUTOR ROAD
With reference to minute 13221 Councillor A. Govier proposed that the town council should write to both Taunton Deane Borough Council and Somerset County Council stressing the vital importance to Wellington of the northern relief distributor road from Tone to Poole on the Wellington-Taunton Road. He pointed out that two major redevelopment schemes were being considered for Tonedale and Tone which would result in over 300 new homes being provided as well as many industrial units. Inevitably there would be considerably more traffic, including HGVs, through the town centre and residential areas unless the northern relief road was built. He suggested that TDBC should be urged to include the northern relief road in its Local Development Framework which would guide the town’s future growth and that the county council should be urged to back the scheme as it would greatly improve both road safety and the environment by removing the vast majority of HGVs which currently used the town centre and residential roads to road the industrial estate on the north of the town. Councillor J. Govier seconded and this was carried unanimously.

14337 PROVISION OF MORE CYCLE RACKS IN TOWN CENTRE
Councillor R. Bowrah raised the question of providing more cycle racks in the town centre. The clerk reported that the county council was shortly to provide an additional rack outside Somerfield in Fore Street which it had promised last year but had not erected as its funding had been cut in 2006-2007. Taunton DBC had some funding available for more cycle racks this year and he having a meeting with the Deane on Thursday, 5th July 2007 at 9.30am to discuss possible additional town centre sites. Suggestions by councillors would be very welcome.

14338 CHAIRMAN’S CHAIN OF OFFICE
Councillor D. Mitton reported that the chairman’s chain of office needed cleaning and provided with a collar which could be worn wore easily both sexes. It was agreed that Councillor Mitton, Critchard, Copley and Reed should look at quotations and report back to the council at its August meeting.

14339 CAB GRANT REQUEST
A letter, application form and accounts were received form Taunton and District Citizens Advice Bureau asking the town council to consider making a grant of £1,200 towards the annual running costs of the twice weekly Wellington outreach, £460 for a new computer and £120 towards broadband facilities. On the proposal of Councillor Mitton, seconded by Councillor Critchard, it was agreed to make a total grant of £1,780 subject to the broadband installation being made available to the Market and Coastal Towns Initiative/Wellington Food Town Project which would be sharing the downstair office at 28 Fore Street with the CAB. Councillor Hindley declared an interest as a trustee of CAB and left the hall while this item was considered.

14340 RESIDENTS/TENANTS ASSOCIATION GRANT REQUEST
A letter and application form were received from the newly formed Wellington Residents and Tenants Association asking the town council to consider making a grant of £204 to cover the cost of carrying out criminal record bureau checks for volunteers at a youth drop-in centre to be organised at the 55 Club in North Street, Wellington. It was agreed to make a loan of £204 and to point out that as a tenants association the group should be entitled to a grant from Taunton DBC which had funds to support various tenants organisation and to suggest that an approach should be made to Taunton DBC. It was further agreed to ask why the drop-in centre volunteers were being charged for their CRB checks after councillors reported that their CRB checks as volunteers for charities had been carried out without charge.

14341 NEW PATH FROM ROPE WALK TO FARTHINGS PITTS
With reference to minute 14275 an email was received from Taunton DBC stating that the cost of providing a path from entrance at Farthings Pitts to the open space area in Rope Walk would be £500, plus £650 if the path was continued around the perimeter of the open space. It was reported that County Highways would be meeting the cost of providing pedestrian barriers at the start of the path near its junction with Farthings Pitts. On the proposition of Councillor Mitton, seconded by Councillor Stock-Williams it was agreed to meet the £500 cost of the path. Councillors did not feel that the £650 perimeter path was necessary as it would not be used as walkers would cut across the field rather than use the path. Members also received a copy of a letter from Taunton DBC to the Ramblers Association.

14342 WELLINGTON RUGBY CLUB GRANT REQUEST
With reference to minute 14258 a letter of thanks was received from Wellington Rugby Club for the town council agreeing to make a grant. The letter was noted.

14343 HIGH PAVEMENT IN FORE STREET
With reference to minute 14298 the clerk reported that the county council was to arrange for the high kerb in Fore Street at the entrance to the North Street car park to be painted white. The report was noted.

14344 PARKING PROBLEMS IN CLIFFORD TERRACE
With reference to minute 14305 the clerk reported that letters had been sent to 18 residents in Clifford Terrace and that replies had been receive from 7 so far with 4 in favour of residents’ parking permits and strongly against yellow lines, 1 against residents’ parking, 1in favour of yellow lines and 1 who thought yellow lines might help. Residents had been asked to reply by the end of June. It was agreed to defer this item until the August meeting to give residents more time to respond.

14345 CHRISTMAS ILLUMINATIONS
With reference to minute 14131 the clerk reported that the switch on of the Christmas lights would take place on Friday, 30th November 2007, that entertainment booked so far including magician, face painters and roundabouts, and that Wellington Silver Bank would be playing in the town centre on Saturday, 8th December and Saturday, 22nd December from 10am to 12 noon. The report was noted.

14346 PURCHASE OF SECOND CCTV CAMERA
With reference to minute 14260 the clerk reported that the town council’s second CCTV camera had arrived that day (2nd July). It was agreed to arrange a meeting of the council’s CCTV Committee with the police as soon as possible to decide the location for this camera.

14347 PARKING PROBLEMS IN MANTLE STREET
With reference to minute 14252 a letter was received from Mr S. Sutherland stating that the approval of the new medical centre in Mantle Street would cause the loss of up to 20 on-street parking places in the locality and urging the council to consider steps to improve the availability of parking, including approaching the health centre owners about the use of parking facilities at the new centre. The clerk pointed out that it had already been agreed to reduce the double yellow lines on the western side of Champford Lane which would provide 5/6 more on street parking spaces. Councillor Henley reported that Taunton DBC would be working with the medical centre about the provision of parking for residents. It was agreed to write to both the county council and Taunton DBC about before and after traffic flows in Mantle Street.

14348 TAUNTON DEANE STANDARDS COMMITTEE
A letter was received from Taunton DBC seeking nominations for its Standards Committee. It was agreed to nominate Councillor C. Hindley.

14349 RETURN OF PARISH COUNCIL ELECTION EXPENSES
A letter was received from Taunton DBC about the need for candidates who stood for election on 3rd May 2007 to make a return of election expenses. The letter was noted.

14350 CHANGES TO DEANE HOUSING REGISTER
A letter was received from Taunton DBC about proposed changes to the Housing Register with its lettings procedures changing from a points based system to a banding system based on housing need, giving applicants more choice. The letter was noted.

14351 MOTORISTS JUMPING TOWN CENTRE LIGHTS
A letter was received from a resident (signature could not be deciphered) expressing concern about motorists jumping the town centre lights at red and almost causing accidents. It was also pointed out that vehicles often turned right into North Street and South Street after the main road lights were red and the pedestrian crossing lights were green. It was agreed to ask the county council to install right turning filter lights in High Street and Fore Street for traffic turning right into North Street and South Street respectively and also for the details, operation and cost of a special camera designed to catch red light jumping drivers. It was reported that such a camera had been installed in Taunton recently.

14352 DAMAGED BUS SHELTER IN STATION ROAD
A letter was received from Taunton DBC stating that the replacement of the damaged bus shelter outside of Aerosols International in Station Road, Wellington would take place in October. The delay was because the manufacturers were in the process of upgrading that style of shelter to make it more vandal proof. The letter was noted.

14353 PARISH TREE WARDENS
A letter was received from Mr Steve Palmer detailing the list of new parish tree wardens and their wards as follows: Colette Hayter (north ward), Tony Sumner (east ward), Kevin and Dorothy Allen (west ward) and Steve Palmer (Rockwell Green ward). It was agreed to invite the wardens to the August council meeting.

14354 WELLINGTON ECONOMIC PARTNERSHIP
With reference to minute 14321 a detailed report was receive from the assistant to the clerk, Mrs J. Thorne on the Wellington Economic Partnership meeting held on 11th June 2007 covering the planned Somerfield Store on the old Kwik Save site in High Street where it was expected to start work in November 2007 with the new store open for trading in July 2008; the residential and commercial development at Tonedale Mill whose new owners Hydon Ltd were shortly expected to submit a new application with a higher percentage of housing; the proposed regeneration of the Tone works site by Mendip Estates; progress on the Chelston Manor business park, Chelston House Farm and Cades Farm; the new medical centre off Mantle Street; constitutional changes to WEP; public accountability for the future set-up of the partnership; Wellington Food Town Project which would be organising a two day festival during the weekend of 8th/9th September 2007; the Market and Coastal Towns Initiative; and apprenticeships in Wellington. The report was noted. No recommendations or suggestions were put forward for inclusion on the agenda for the next meeting of Wellington Economic Partnership to be held on Monday, 23rd July 2007 at 6pm.

A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 30th June 2007 was £89,821 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £62,350 (£166,800 estimated for the full year to 31st March 2008). The report was noted.

Reed, J. Govier, G. Copley, V. Stock-Williams (who arrived at 6.10pm) and the clerk A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning manager Mr J. Hamer. There were apologies from Councillors Mrs J. Lloyd and Mrs N. Wilson. There were 3 members of the public present.

14326 DECLARATIONS OF INTERESTS
Councillors Bowrah and Critchard declared interests as members of Taunton DBC planning committee and reserved their right to vote differently at Taunton DBC planning committee meeting than at the town council planning meeting as different facts could be placed before them. Councillors A. Govier and J. Govier declared personal interests in the application about Wellington School (43/2007/077) as they had children who attended the school.

14327 APPLICATIONS DETERMINED BY TOWN COUNCIL
The town council received details of the following applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996: (a) Formation of access to form parking area at 74 Waterloo Road, Wellington (43/2007/075). A letter had been received from the applicant and also letters of support from Mrs C. Caygill, Mr B. Cleaver, and Mr and Mrs W. Shorney. Standing orders were suspended to allow Mr N. Fenn of the Dolphin Inn to speak who complained about alleged defamatory remarks in one of the supporting letters which referred to drunks leaving his public house which was untrue. The council agreed with Mr Fenn and was disturbed at the unwarranted comments made in the letter. Councillor Copley said she welcomed any application which would relieve parking problems on Waterloo Road and proposed approval which was seconded by Councillor A. Govier on condition the applicant be allowed suitable gates such as sliding gates to be placed at the property to allow sufficient vehicle manoeuvrability so that vehicles could exit in a forward gear. Councillors voted unanimously to approve the application on condition that only gates which were agreed by the planning authority should be placed at the property.

COUNCILLORS G. GOODWIN AND V. STOCK-WILLIAMS ENTERED HERE AT 6.10 PM.

(b) Erection of two storey extension and conservatory to rear and erection of porch to front of 6 Tone Hill, Wellington (43/2007/069: revised design for 43/2007/006 which was approved on 5th March). The applicant is an employee of Taunton DBC and therefore the application was to be decided by the town council. Mr Hamer said he was happy with the proposal because there would be no overlooking. Councillors voted unanimously to approve the application.

14328 WITHDRAWN APPLICATION FOR HUMPHREYS ROAD, WELLINGTON
The council was notified that the following application was withdrawn: (a) Erection of two storey building to incorporate 2 one bedroom units and 2 two bedroom units on land adjacent to Humphreys Road, Wellington (43/2007/062).

14329 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL
The council considered the following applications: (a) Erection of 2 dwellings with car ports and bike store on land opposite Bridge House, Westford, Wellington (43/2007/061). Planning officer Mr J. Hamer said he had received comments from the consultees about the application which were negative so it was likely he would be recommending refusal. Somerset Highways were concerned the occupier of the proposed dwelling whose car port would be furthest from the house would not use it and would park on the road instead. The authority was also concerned the proposal would result in pedestrians walking close to the sharp bend in the road where there was no pavement. The landscape officer was also concerned as the proposed parking was earmarked for land underneath two TPO trees. Councillor Critchard recommended refusal which was seconded by Councillor A. Govier and councillors voted unanimously to recommend refusal on highways grounds and because of the risk to the 2 trees with TPO’s.
(b) Retention of alterations to rear side of roof and proposed alterations to front side of roof at 50 High Street, Wellington (43/2007/068LB). Mr Hamer said the planning department was likely to recommend refusal because the proposal was for man-made material on the roof and the conservation officer wanted natural materials used. Councillor Critchard proposed with Councillor Reed seconding the council recommend refusal and this was agreed unanimously.
(c) Erection of classroom block with examinations hall on land adjacent to Princess Royal Sports Centre, Wellington School, South Street, Wellington (43/2007/077). Mr Hamer said the only reservation the planning authority had was the land earmarked in the proposal was currently for recreational use and therefore the forward planning officer had asked the applicant for further justification for using the land. Councillor Hindley proposed with Councillor Critchard seconding the council recommend approval providing the planning department were happy with the requested further information from the applicant.
(d) Restoration of industrial buildings to provide 8 live/work units, provision of museum, café/bar, sustainable energy centre and timber storage area, relocation of existing allotments, together with land remediation and flood mitigation measures and enabling development comprising the erection of 140 dwellings and 6 industrial start units and provision of access roads at Tone Works, Wellington (43/2007/059 and 43/2007/060LB). It was agreed to defer consideration of this application so that a site meeting could be arranged.

14330 REPORT ON THE ERECTION OF A NEW MEDICAL CENTRE OFF MANTLE STREET
The council received a report from the Taunton DBC development manager which confirmed the Secretary of State had decided not to call in the application for determination and that the decision remained with the local planning authority.
