Wellington Town Council minutes December 2007

Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall, Fore Street, Wellington on Monday 3rd December 2007 at 7pm

PRESENT: Councillor D. Mitton (chairman) who presided, Councillors P. Critchard (vice-chairman), J. Clark, R. Bowrah, A. Govier, G. Goodwin, Councillors Mrs G. Copley, S. Walters, J. Reed, J. Govier, N. Wilson, and V. Stock-Williams, the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There were apologies from Councillors R. Henley, C. Hindley and J. Lloyd. There were 22 members of the public present.

14529 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton said that during November he had attended a number of meetings of the Market and Coastal Towns Initiative, which involved Wellington, a number of Food Town meetings, attended a special service at Wellington Methodist Church to highlight the carnage taking place on the country’s roads, and referred to the successful switching on of the town’s Christmas lights despite the very wet weather on Friday, 30th November.

14530 POLICE MATTERS
Mr John Swayne, the PCSO allocator/administrator at Wellington Police Station, reported that the new Wellington police sergeant Stuart Bell would be starting on 2nd January 2008, that there were two new officers based at Wellington – PC Philip John, who would be covering the Bradford on Tone beat, and PC Scott Minell, an emergency response officer who would be driving around in a marked police car to respond to emergencies and who would be working two early and two late shifts. It was a big step forward and would take some of the pressure off the community beat officers. Crime figures were similar to the previous month. There had been 7 thefts from motor vehicles. The PCSO’s had been checking on parked cars and had noticed that valuable items had been left on display, including a laptop computer. As a result letters had been sent out to 19 motorists in the district for leaving valuables on display in their cars. There had been a reduction in thefts from cars parked at Wellington Monument: the message was getting across to the public not to give opportunities to thieves and to put valuables in the boot. Mr Swayne, who is the councillor responsible for the new CCTV control room at Sedgemoor District Council in Bridgwater where Wellington’s 6 town centre CCTV cameras are monitored, said the police were pleased with the new CCTV cameras which produced high quality images and he hoped councillors would visit the CCTV centre to see them in action. The chairman informed him that councillors were arranging a visit in the New Year. Mr Swayne was asked for the police’s views on the request for the closure of the public footpath at Court Fields School and replied that personally he thought the possibility of more suitable fencing should be explored.

14531 PUBLIC PARTICIPATION TIME: WELLINGTON IN BLOOM
Mrs Isabel Ward, chairman of Wellington in Bloom, reported that members of the committee had been planting spring bulbs in beds at the Priory, outside the URC Church in Fore Street and in the park. The Ann Squire memorial bed in the parish churchyard was being cleared and would be replanted in the New Year. Ivy overhanging the public footpath by Lloyds Bank had been cleared by members.

14532 DECLARATION OF INTERESTS
Councillors Bowrah and Hindley declared personal interests on the item about traffic problems in Holyoake Street.

14533 CONFIRMATION OF MINUTES
The minutes of the council meetings held on 5th November 2007, as previously circulated to councillors, were taken as read and signed as correct by the chairman Councillor Mitton, with the following amendments: for minute 14487 stating the first winter event was for the Friends of Wellington Park and performed by the operatic society and for minutes 14492 and 14493 to add the word recorded after abstentions.

14534 PROPOSAL FOR CLOSURE OF PUBLIC FOOTPATH AT COURT FIELDS COMMUNITY SCHOOL
This item had been deferred from the November meeting to allow councillors and members of the public enough time to consider the request from Court Fields Community School chairman of governors, Mr Steve Altria (see minute 14497). He had written a letter to the council asking for its support for the proposed permanent closure of the footpath running next to the school. Mr Altria explained there had been a long list of incidents of which had taken place at the school and believed the closure of the footpath was necessary to reduce the risk of a major incident occurring. He had also sent a list of incidents at the school to the council which had been circulated to members. Letters of objection had also been received from Mr B. Carter, Mrs D. Land, from Mr R. and Mrs C. Hitchcock and Mrs S. White. The footpath was currently closed on health and safety grounds while the new sports hall was being built. Councillors agreed to suspend standing orders to let members of the public speak who opposed the proposed closure. Concerns were raised the closure would greatly inconvenience residents particularly of Rockwell Green and the elderly who could not walk too far. The footpath was long established and had been registered as a public footpath for more than 160 years. Most of those opposing the proposed closure felt the answer to the school’s problems was to increase security and advocated ideas such as installing suitable fencing. Mr Wright, of the Ramblers Association said Mr Altria had showed him around the school site to indicate the problems. He said the school currently had 3 entrances and these would not be affected by proposed closure and therefore closure of the footpath would not prevent people from accessing the school. He felt the answer was to provide better fencing as currently it was inadequate. Mr B. Hillier said he thought the answer was to prosecute the perpetrators of incidents at the school and agreed with Mr Wright that there was little point closing the footpath when the gates were left wide open. Mr Altria said his principal concern was the welfare of school pupils and he felt by closing the footpath this would leave only two entrances to the school which would make it more secure. Councillor D. Mitton pointed out that a number of incidents had happened since the footpath had been closed while the new sports hall was being built so he was not convinced closing the footpath would help. Councillor A. Govier said he felt the security on the school site was woefully inadequate as it was easy to get over the fence. He was not convinced closing the footpath would make a huge difference to the number of school incidents and felt the way forward was to discuss with the school and other interested parties how to improve the security. He also suggested extending CCTV to the site. Councillor Copley said although originally she was in favour of closing the footpath having listened to people views and read the letters; including the list of incidents produced by Mr Altria, she had changed her mind. She said many of the incidents appeared to have been committed by one youth and felt appropriate action should have been taken against him. She also commented that out of the list of incidents only 6 of them could have really have started from the footpath. She believed installing better fencing would help as well as prosecuting those involved in the incidents. Councillor Bowrah echoed Councillor Copley’s views and questioned the lack of prosecutions.

14534 PROPOSAL FOR CLOSURE OF PUBLIC FOOTPATH AT COURT FIELDS COMMUNITY SCHOOL
Councillor J. Govier agreed that secure fencing should be installed and pointed out how well used the footpath was and agreed it would not be appropriate to close it. Councillor Stock-Williams said she was concerned about the pupils’ safety but was also concerned about the needs of the whole community and did not think closure of the footpath was the answer. Councillor A. Govier proposed with Councillor Stock-Williams seconding that a meeting should be set up between the school, town council, county council and other appropriate parties to discuss the security of the school which was carried unanimously.

14535 DOG MESS ON BEECH GROVE PLAYING FIELD
Members received a copy of a letter sent by Wellington Rugby Club to Taunton DBC raising concerns about dog mess on the newly drained Beech Grove playing field and asking for warning signs to be erected about fouling and improved fencing to restrict access. This item was deferred from the last meeting to allow councillors further consideration as the letter was only received on the evening of the November meeting (see minute 14517). Councillors suspended standing orders to let Mr K. Bird, chairman of Wellington Sports Federation and Wellington Football Club, speak. He informed councillors there were also problems with dog fouling at the recreation field where approximately 150 children played every Saturday and Sunday. He pointed out the dangers associated with dog fouling such as Toxocariasis which had been well documented. He asked the council for its support for the introduction of a dog ban for the recreation field and Beech Grove playing field. Councillor Govier acknowledged the problem of dog fouling and pointed out the only playing field in Taunton Deane where dogs were banned as Wellington playing field. The other playing fields in Wellington were covered by a byelaw required dog owners to pick up their dog mess. He supported the request for signs to be erected in Beech Grove field and for the gaps in the hedge between the Recreation Ground and Beech Grove Field so pedestrians could only gain access at the top and bottom of the field. He suggested the matter be referred to Taunton DBC to come back with a working solution. Councillor Clark felt there should be an increase in dog warden patrols to discourage people and catch those people not picking up the dog faeces and also educate the public about the situation. He thought the council could look into increasing the patrols. Councillor Reed said she was a responsible dog owner who cleaned up after her dog and did not like the thought of being restricted to where she could take her dog but recognised the problem of dog fouling. Councillor Govier proposed with Councillor Stock-Williams seconding that the signs and gaps in the hedge at Beech Grove Playing Field be addressed, the possibility of increasing the patrols by dog wardens be looked into and that a letter be written to Taunton DBC asking for its comments on how to best tackle the problem. The vote was carried unanimously.

14536 STREET CLEANING
Councillors considered the idea of street cleaning in Wellington after questions were raised about it at the last meeting (see minute 14495). A response from Brian Gibbs at Taunton DBC was received about mechanical street cleaning which informed councillors of the current situation in Wellington. The ‘Schmidt Swingo’ machine operated in the town occasionally and it had been used in Wellington twice in the last month and was mainly used for removing leaves from areas where large machines could not get to and also to occasionally sweep the main footpaths. Mr Gibbs also pointed out the problems with removing chewing gum which involved high pressure jetting with steam which usually meant having to re-point the slabs after. He said a small green machine which currently swept pavements during the day in Taunton Town Centre could be freed up in the New Year for some use in Wellington. Councillor Bowrah welcomed the letter from Mr Gibbs and felt a greater use of mechanical cleaning in Wellington would be beneficial. Councillor Stock-Williams thought the offer of the use of the green machine in Wellington would be great. However, Councillor Wilson wanted to look into the costs of the town council buying its own machine. It was agreed to look into the costs of buying a green machine and report back to the next council meeting.

14537 NEW ALLOTMENT TENANCY
Councillors considered a report with draft forms for a new allotment tenancy drawn up by Councillor Mitton. It was agreed to approve the new forms.

14538 TOWN COUNCIL WEBSITE
A report was received by the assistant to the clerk about the town council website which looked in detail at the whole website and gave suggestions for improvements for individual web pages. It also recommended looking into the cost of updating the website with the suggested changes and to investigate possible sources for part-funding this. Councillor Stock-Williams agreed the website was in need of updating and proposed the recommendation which was seconded by Councillor Critchard and was agreed unanimously by the council.

14539 REQUEST FOR 20MPH SPEED LIMIT AT WELLESLEY PARK SCHOOL
Councillor J. Govier declared a personal interest in this item as she worked at the school and said she would not vote. Councillors considered a letter from Mr A. Wright, a parent governor at Wellesley Park School, who asked for a 20mph speed restriction to be placed on Hoyles Road outside the entrance to Homefield to encourage safety around the school. A response to this request was also received from Ian Titcombe of Somerset Highways who informed councillors of the county’s current position regarding 20mph speed limits outside schools. In his reply he said research had shown the introduction of a 20mph speed limit alone was only likely to reduce actual vehicle speeds by 2mph. The Department for Transport (DfT) will therefore only recommend 20mph limits are introduced where speeds are already low (below 24mph) or where additional traffic calming measures were planned. He stated policy for 20mph limits outside school was uncertain at the moment because these requests did not generally meet the Somerset County Council’s Local Transport Plan’s targets and objective or the DfT guidance. Councillor Critchard did not think the speed limit was necessary as he felt those ignoring the current speed limit were likely to do the same if it was 20mph. Councillor Stock-Williams said rather than support the introduction of a 20mph speed limit she would encourage the introduction of school walking buses. Councillor A. Govier thought the introduction of a 20 mph would make little difference without additional traffic calming measures which would mean a substantial scheme. Councillors agreed to write to the school governors suggesting they consider carrying out a survey among parents to see if they would be prepared to give their children more opportunity to walk to school as part of a pedestrian school bus which operates at some schools.

14540 FRIENDS OF WELLINGTON PARK GRANT REQUEST
A letter was received from the Friends of Wellington Park asking for the council to consider making a grant of £1,650 towards entertainment in the park for summer 2008. The chairman and Councillor A Govier praised the group for its work which they said benefited the community. The chairman informed members the finance committee had looked at this and recommended approval and he proposed the grant of £1,650 be made. Councillor Critchard seconded the proposal and it was carried unanimously.

14541 SPEED HUMPS IN PYLES THORNE ROAD
Letters were received from Jeremy Browne MP and police beat manager PC Nick Feetenby following a request for speed humps in Pyles Thorne Road. Councillor Critchard said traffic calming measures had already been put in place there as part of a joint initiative between the town council and county council and he thought the installation of speed humps would be overkill. Councillors agreed and voted not to take any action.

14542 STAFFING AND CCTV COMMITTEE MEETINGS
Councillors agreed to fix meetings for both the staffing committee and the CCTV committee on Thursday December 20.

14543 LITTER IN WELLINGTON
Further to minute 14495 and 14536 letters were received from Taunton DBC leader Councillor Ross Henley in reply to a query raised by the town council about fixed penalty notices for litter. Councillor Henley said only three fixed penalty notices for litter had been issued by Taunton Deane which he found terribly disappointing. The responsibility for issued the notices lay with the PCSO’s as part of an agreement between Taunton DBC and the police. The chief executive of Taunton DBC would be writing on his behalf to the relevant senior police officer to express the council’s concerns about the low level of fixed penalty notices that have been issued. He would update the council again when he had more information. The letter was noted.

14544 BUNGALOW AT 32 MANTLE STREET
Further to minute 14484 a letter was received from Taunton DBC planning manager Mr J Hamer about the erection of a bungalow at 32 Mantle Street. He explained notifications were not sent to neighbours when it was first registered but were sent out after an occupier of a neighbouring property contacted them. Letters of notification were then sent out giving 21 days for comments to be submitted. He felt the oversight was rectified as soon as it was brought to the planning department’s attention and no nearby residents were disadvantaged. The letter was noted.

14545 HOLYOAKE STREET TRAFFIC PROBLEMS
Further to minute 14507 a letter was received from Swallowfield works director Keri Allchurch about large goods vehicles using Holyoake Street. He said the company did not operate any LGV’s but only operated a 7.5 tonner which moved between the factory and the firm’s Lowmoor warehouse. He said many delivery and collection drivers were ‘regulars’ and are aware to avoid Holyoake Street. He said the company would make a point of reminding all drivers of the current restrictions over the next few weeks. The letter was noted.

14546 APPOINTMENT OF INTERNAL AUDITOR
With regard to minute 14051 (4th December 2006 meeting) a letter was received from Mr A. Bullen asking for the council to consider re-appointing him as internal auditor for 2007-08 annual accounts. The chairman acknowledge Mr Bullen’s good work and proposed with Councillor Critchard seconding that he be re-appointed at an hourly rate of £31.20 and councillors agreed unanimously.

14547 REQUEST FOR GRANT FOR SOMERSET YOUTH FOR OLYMPIC GAMES
A letter was received from county council chairman Councillor Alan Gloak asking the council to consider giving £500 a year for four years to help Somerset Youth prepare for 2012 Olympic Games. The chairman informed councillors the finance committee had looked at this matter and proposed the council should set aside £500 a year for four years to enable the council to help fund the expenses of any potential Wellington competitor training/taking part in the Olympics. Councillors agreed with this suggestion and approved the proposal.

14548 RESURFACING AT GREENHAM QUARRY ROAD
A letter was received from Somerset Highways stating that Greenham Quarry Road, Wellington Without, would be closed for one day on 10th December to enable resurfacing work to be carried out. The letter was noted.

14549 INVITATION TO DISCUSS PRIORITIES FOR SOMERSET’S FUTURE
A letter was received from Somerset Strategic Partnership inviting a representative from the council to attend a consultation event to discuss priorities for Somerset’s future on Monday January 7 at Cheddon Fitzpaine Village Hall. The chairman said he would attend.

14550 WELLINGTON ECONMIC PARTNERSHIP
Councillors were reminded the next Wellington Economic Partnership meeting was on Tuesday December 4 at 6pm.

14551 PLANNING DECISIONS BY TAUNTON DBC

The clerk reported that Taunton DBC had refused the following plans: (a) Retention of non illuminated sign at 21 High Street, Wellington (43/2007/145LB) (b) Retention of externally illuminated projecting sign at Rule 7, 21 High Street, Wellington (43/2007/120A) (c) Retention of 2 blackboard signs and 1 externally illuminated projecting sign at 21 High Street, Wellington (43/2007/118LB)

14552 COUNCIL INCOME/EXPENDITURE TO 30TH NOVEMBER 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 30th November 2007 was £142,950 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £119,475 (£166,800 estimated for the full year to 31st March 2008). The report was noted.

14553 ACCOUNTS FOR PAYMENT
On the proposition of Councillor Mitton, seconded by Councillor Critchard, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: Wireless CCTV £12.21 for telephone calls to CCTV camera for month ending 17/10/07; Hinewood Cleaning Service £76 for bus shelter and window cleaning for September 2007; BT £316.01 for telephone, internet and email calls and service charges for period 27/7/07 to 28/10/07; Mr Colin John £175 for magic show at Christmas lights switch-on; E.A. Ashwell £175 for 3 face painters at Christmas lights switch-on; Dean Bailey £200 for supplying roundabouts at Christmas lights switch-on; Mr A. Minutes of the 128th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington, on Monday 3rd December 2007 at 6pm

PRESENT: Councillors D. Mitton (chairman) who presided, P. Critchard (vice-chairman), J. Clark, R. Bowrah, A. Govier, G. Goodwin, S. Walters, J. Reed, J. Govier, N. Wilson, G. Copley and V. Stock-Williams and the clerk Mr A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning manager Mr J. Hamer. There were apologies from Councillors Mrs J. Lloyd, C. Hindley and R. Henley. There were 3 members of the public present.

14525 DECLARATIONS OF INTERESTS
Councillors Critchard and Bowrah stated they were members of Taunton DBC planning committee and reserved their right to vote differently at Taunton DBC planning committee meeting than at the town council planning meeting as different facts could be placed before them. Councillors Critchard and Goodwin declared personal interests in the item on Oakfield Park and said they would not vote.

14526 APPLICATION FOR 15 OAKFIELD PARK, WELLINGTON
The council received details of the following application: Erection of two storey and single storey extensions at 15 Oakfield Park, Wellington (43/2007/148). Letters of objection were received from Mr A. Bull, Mrs J. Adnitt, Mr and Mrs R. Perrett, Mr and Mrs Gillard on the grounds the extensions were too big, intrusive, and out of keeping. The planning officer recommended refusal on the grounds the proposed development would adversely affect the character of the building and visual amenity. Planning manager Mr Hamer said not all the letters of objection they had received were pertinent to planning but he was recommending refusal because of the adverse effect on the character of the building and street scene although the single storey element of the application was acceptable. Councillors suspended standing orders to let the applicant Mr R. Baker speak who informed councillors of the reason for his extension because of the increase in his family and also the annexe would be for his mother. He also said he would be moving his business vehicles from the street and he hoped to be moving his business shortly to Rylands Business Park at Bagley Road. Councillor A. Govier said he felt the two-storey extension was too much and Councillor J. Govier agreed. Councillor Copley felt the applicant should look again at the proposal and come back with something smaller. Councillor Mitton proposed refusal which was seconded by Councillor Stock-Williams and the vote was carried by 8 votes to 1 with 2 abstentions. The chairman reminded the applicant he could come back with another application within 12 months at no extra cost.

14527 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL AND SOMERSET COUNTY COUNCIL
The council considered the following applications:
(a) Erection of supermarket (1,965 sq.m) with associated car parking and servicing on land to the rear of 36-46 High Street, Wellington (43/2007/163: partial amendment to planning permission 43/2004/141). Mr Hamer informed the council these were only minor changes to the previously approved scheme which included a narrow pathway to allow for maintenance to the building and a slight change to the main entrance and he did not feel there were any problems with the proposed changes. Councillor A. Govier recommended approval and was seconded by Councillor Clark and the vote was carried unanimously.
(b) Construction of a timber double garage, caretaker’s workshop and greenhouse plus the creation of 9 additional parking spaces at Court Fields Community School, Mantle Street, Wellington (43/2007/161). This application was to be decided by Somerset County Council. Councillor A. Govier declared a personal interest as a member of Somerset County Council and did not vote. Councillor Clark recommended approval which was seconded by Councillor J. Govier and the vote was carried unanimously.
(c) Erection of first floor extension above garage, two storey, single storey and porch extensions to the north elevation at 17 Monument Close, Wellington (43/2007/160: revised design to 43/2007/105). Mr Hamer said the planning department were happy with it and so Councillor A. Govier recommended approval which was seconded by Councillor Critchard subject to the usual conditions of no undue overlooking or loss of privacy and the vote was carried unanimously.
(d) Alterations to fenestration at Unit B, Drakes Place, Wellington (43/2007/156LB and 43/2007/162). Mr Hamer said he thought the proposal was acceptable. Councillor A. Govier recommended approval and was seconded by Councillor J. Govier and the vote was carried unanimously.
(e) Display of advertisement board at Cades Farm, Wellington (43/2007/159A). Mr Hamer said he was happy with the proposal provided it was only a temporary arrangement. Councillors agreed unanimously to recommend approval on condition the board was in place only as long as the development took place.

14528 PLANNING UPDATES FOR CADES FARM AND CHELSTON HOUSE FARM BUSINESS PARK
Mr Hamer reminded the meeting that outline planning permission had been granted for the Cades Farm site and he expected an application for full planning permission for the site to be submitted in the next week or so. Councillor Goodwin raised concerns about the loss of hedgerows for the Chelston House Farm Business Park site. Mr Hamer said permission had been granted for reducing the height of the hedges along the relief road and thinning out the scrub.

Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall, Fore Street, Wellington on Monday 5th November 2007 at 7.30pm

PRESENT: Councillor D. Mitton (chairman) who presided, Councillors P. Critchard (vice-chairman), J. Clark, R. Bowrah, A. Govier, R. Henley, C. Hindley, G. Goodwin, Councillors Mrs G. Copley, S. Walters, J. Reed, J. Govier, N. Wilson, and V. Stock-Williams, the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There was an apology from Councillor J. Lloyd. There were 6 members of the public present.

14485 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton said it had been a great delight to attend the Wellington in Bloom presentation evening which had achieved such success in the South West in Bloom and paid tribute to community effort in the achievement. He highlighted the contribution of The Court residential home who several prizes at the event. He attended Wellington Music Day at the end of October and said it was one of the best £5 worth of entertainment to be found in Wellington and featured some great local talent. The chairman regretted that the Wellington Food Town event planned for December would not be going ahead and the next big event was planned for the first week in July at Wellington School but it was hoped to also stage a smaller event around Easter.

14486 POLICE MATTERS
Police Community Support Officers Steve Hill and Scott Windsor attended the meeting on behalf of Wellington Police Station and presented the latest crime figures to the meeting which were encouraging. They were still looking for the man who had indecently exposed himself in the Bulford area. A new sergeant was still being awaited but had been chosen and was hoped to be in place shortly.

14487 PUBLIC PARTICIPATION TIME: FRIENDS OF WELLINGTON PARK
Mrs Pauline Sturgess, chairman of Friends of Wellington Park, informed the meeting of a conference she attended with the secretary Mrs Iris Ellins, about parks and green spaces. She said they had learnt a great deal and hoped to be able to apply their knowledge to Wellington and were also looking at the possibility of creating a forum between parks and green spaces in the area. The first winter event by the operatic society was on 24th November at the arts centre and cost £5.

14488 PUBLIC PARTICIPATION TIME: WELLINGTON IN BLOOM
Mrs Isabel Ward, chairman of Wellington in Bloom, informed the meeting the organisation had received the feedback report from the South West in Bloom judges and they were very pleased with it. They had started the bulb planting. The chairman thanked Mrs Ward and Mrs Sturgess and their organisations for all their hard work year on year.

14489 DECLARATION OF INTERESTS
Councillors Bowrah and Hindley declared personal interests on the item about traffic problems in Holyoake Street.

14490 CONFIRMATION OF MINUTES
The minutes of the council meetings held on 1st October 2007, as previously circulated to councillors, were taken as read and signed as correct by the chairman Councillor Mitton.

14491 INCREASED CAR PARKING CHARGES
Details were received from Taunton Deane Borough Council about the proposed increased car parking charges in Wellington which showed proposed increase of 10 pence on all current parking tariffs and increase of £10 on the season ticket. Considerable discussion with varied views was put forward by the councillors. Councillor Bowrah proposed the town council should object to the charges but later withdrew his proposal. Councillor Goodwin proposed with Councillor Critchard seconding the council accept the charges which was agreed by 7 votes to 3 with 4 abstentions.

14492 A MAYOR FOR WELLINGTON
A report was received from the chairman about a proposal the council should adopt the title town mayor instead of chairman from May 2008. Councillor Mitton stated in the report the reasons he felt the new title should be adopted such as helping to raise the profile of the town, create less confusion with the public, and come into line with many of the other towns in Somerset. He also stated that under clause 6 of section 245 of the Local Government Act 1972 a town council can decide to change the title of Chairman and Vice Chairman to that of Mayor and Deputy Mayor and it does not need the approval or consent of any other council or Secretary of State. Councillors Bowrah, Hindley, and Copley all approved of the idea and thought it would help to raise the profile of Wellington. Councillor A. Govier approved of the idea in principle but thought the matter needed to be further looked into. Councillor Henley said he was concerned about the proposal particularly if it would mean spending money. However Councillor Mitton pointed out the proposal was to project Wellington’s image not to spend a lot of money on the office. Councillor Hindley proposed with Councillor Reed seconding to adopt the new title from May 2008 which was agreed by 8 votes to 3 with 1 abstention.

14493 GRANT REQUEST FOR WELLINGTON WEAVERS RUNNING CLUB
An application for £361 was received from Wellington Weavers Running Club to help cover the costs of running vests and liability insurance. The finance committee had looked at the application and recommended to the council it write back to the organisation applauding its efforts and ask it to re-apply for a grant when it was more established with a formal constitution and had its own bank account and was able to give more information to the council. Councillor Bowrah proposed to follow the committee’s recommendation with Councillor Critchard seconding and this was agreed by 10 votes to 0 with 2 abstentions.

14494 POSSIBLE RESIDENTIAL PARKING AT BULFORD
The issue was raised by Councillor Stock-Williams who wanted the council to consider the possible use of the tarmac at Bulford to be used for residential parking.
The council agreed to suspend standing orders to let local resident Mr Bill Slocombe speak who pointed out the problems with parking at Bulford. He explained parking had been allowed on that area in the past for the housing warden and residents had also tried unsuccessfully to have posts installed on that area to allow for parking. Councillor Stock-Williams said she had been asked to raise the matter by two residents in Mount Pleasant who found it difficult to park on the street. It was agreed to write to Taunton DBC housing and ask if it had any objections and if it raised none to arrange a site visit with Somerset Highways to look into the issue.

14495 STUDENTS CONCERN ABOUT LITTER IN WELLINGTON
A letter was received from Year 8 students of Courtfields Community School who complained about the amount of litter on the pavements in Wellington with suggestions about how to improve the state of streets such as placing different coloured bins around the town and hiring street cleaners or litter wardens. There was also a reply from the clerk informing the students about the existing street cleaners and litter bins in the town centre. He supported the idea of litter wardens and explained the council suggested to Taunton
DBC that its parking attendants could double up and act as litter wardens but unfortunately the idea was turned down. Councillor Copley felt the council could do more to combat litter in the town. However, Councillor A. Govier felt much of the responsibility laid with the people of Wellington. Councillor Bowrah thought the mechanical equipment could be up-dated and also advocated re-visiting the idea of requesting parking attendants to also be litter wardens. It was agreed to write to Taunton DBC to ask them to look into this issue again.

14496 MEETING OF THE SOMERSET ASSOCIATION OF LOCAL COUNCILS
Councillor Mitton gave a detailed report of his attendance at the annual meeting of the association and reported on the passing of the Local Government and Public Involvement in Health Act which would provide an important opportunity to give real power and influence to communities, through parish and town councils. The Act would provide a number of new powers to town and parish councils, the most significant of which is the power of wellbeing which would give councils the power to spend on any activity which adds to the wellbeing of its community. There was also discussion about the possibility of London becoming parished and the implications this could have on the National Association of Local Councils membership.

14497 DEFERRED PROPOSAL FOR CLOSURE OF PUBLIC FOOTPATH AT COURT FIELDS COMMUNITY SCHOOL
A letter was received from Court Fields Community School chairman of governors, Mr Steve Altria, asking for the council’s support for the proposed permanent closure of the footpath running next to the school. Mr Altria explained there had been a long list of incidents of which had taken place at the school such as youths paying inappropriate attention to female pupils, concealed packages being passed through fencing and profanities and abuse being shouted. He believed the closure of the footpath was necessary to reduce the risk a major incident occurring. The footpath was currently closed on health and safety grounds while the new sports hall was being built. The council agreed to defer the matter for full consideration at the December meeting because the request had only just been received and councillors had only seen the letter at the meeting.

14498 ERECTION OF CHRISTMAS LIGHTS
With regard to minute 13985 a quote was received from Taunton DLO for the erection and subsequent removal of the town council’s Christmas decorations for High Street, South Street, North Street, Fore Street, Mantle Street and Rockwell Green at a cost of £6,959. The council agreed to accept the quote.

14499 WITHDRAWN APPLICATION FOR GREENWAY ROAD
With reference to minute 14412, it was reported that the application for the demolition of a garage and the erection of 2 semi-detached dwellings at 1 Greenway Road, Rockwell Green had been withdrawn. The information was noted.

14500 TRAFFIC PROBLEMS IN HOLYOAKE STREET
With reference to minute 14457 a letter was received from Relyon’s divisional transport manager Mr Richard Murphy stating that the company’s drivers were all well aware of the Holyoake Street weight limit and knew not to use that route at any time. Letter was noted.

14501 CCTV CAMERAS
With reference to minute 14465 a letter was received from CCTV manager Mr Barry Donbavand welcoming the council’s and the public’s response to the installation of the upgraded CCTV cameras in the town centre area. The letter was noted.

14502 WELLINGTON CARNIVAL COMMITTEE GRANT
With reference to minute 14419 a letter of thanks was received from Wellington Carnival Committee for the council grant of £700. The letter was noted.

14503 ROAD SIGNAGE AT BURROUGH WAY
With reference to minute 14459 the clerk reported that following a site meeting, Taunton DBC had agreed to provide a “Burrough Way” sign as requested. The report was noted.

14504 ROAD SIGNAGE FOR TWYFORD PLACE
The clerk reported that following a site meeting, Taunton DBC had agreed to provide two “5-8 Twyford Place” signs at Bulford to overcome current confusion. The report was noted.

14505 DOG WASTE BINS
With reference to minute 14462 the clerk reported that Taunton DBC had installed a new dog waste bin at the entrance to the playing field car park at the junction of Courtland Road with Beech Grove, which was a better location than the previous one. The report was noted.

14506 DAMAGED BUS SHELTER IN STATION ROAD
With reference to minute 14352 the clerk reported that the damaged bus shelter in Station Road had been replaced by a new one. The report was noted.

14507 HOLYOAKE STREET TRAFFIC PROBLEMS
With reference to minute 14457 the clerk reported that a site meeting had taken place on 30th October 2007, that County Highways stated they currently had no funds for traffic calming measures but had agreed to provide an advance weight restriction sign in Station Road to deter large vehicles from turning left into Holyoake Street. Councillor A. Govier had written the county council expressing concern at the amount of traffic that would come from the new developments at Tonedale Mill and turn left into Holyoake Street and had suggested that the developers should pay for a detailed traffic capacity assessment which he felt could lead to traffic calming measures in the short term and support for the town council’s case for the Northern relief road from Tone to Poole Crossing in the long term. The information was noted.

14508 QUALITY COUNCIL STATUS
With reference to minute 14371 the clerk reported that the town council met the majority of the seven tests to qualify for quality council status and that the main outstanding matter was the production of 4 newsletters a year. Councillors were circulated with a draft newsletter, produced by the assistant clerk Mrs J. Thorne, showing the type of stories and information which could be used. It was agreed to produce the newsletters.

14509 PROVISION OF ALLOTMENTS
With reference to minute 14458 a letter was received from Taunton DBC’s forward planning unit stating that the need for additional allotment provision in Wellington was recognised and that work had started on the preparation of a draft allotment strategy which was expected to conclude that allotments should be provided as part of the open space requirement on larger housing developments in the future. The letter was noted.



14510 FUTURE OF WASTE MANAGEMENT
A letter was received from Somerset County Council about consultation on the future of management of waste in the county for the next 20 years and about a presentation to parish councillors at Creech St Michael Village Hall on Friday, 9th November 2007 at 7.30pm. Councillor P. Critchard agreed to attend the presentation.

14511 COURT FIELDS SCHOOL PRESENTATION EVENING
A letter was received from Court Fields Community School inviting the chairman and councillors to its presentation evening for ex-year 11 students on 22nd November at 7pm. Councillors were asked to reply direct to the school.

14512 BENCH IN NORTH STREET CAR PARK
A letter was received from Taunton DBC over concerns about a possible safety risk to children climbing on a wooden bench in the North Street car park to gain access to the top of a wall over which there was a drop down to Bishops Court’s car parking area. It was agreed to reply to the town council wished to see the bench retained as it was very useful for the elderly at it was at the top of a slope and had been in place for years.

14513 A38 ROAD SAFETY WORKSHOP
A letter was receiving from Somerset Road Safety Partnership inviting the council to attend the A38 road safety workshop to be held at Huntworth on 19th November 2007 between 7pm and 9pm. Councillor D. Mitton agreed to represent the council.

14514 TPO ON OAK TREE AT 2 BLACKDOWN ROAD
A letter was received from Taunton DBC stating that a tree preservation order had been placed on an English Oak tree at 2 Blackdown Road, Rockwell Green. The letter was noted.

14515 ANNUAL COMMUNITY POLICING AWARDS
A letter was received from the Police Authority and Avon & Somerset Constabulary looking for nominations for the annual community policing awards to be held in March 2008. It was agreed that members should give consideration to possible nominees.

14516 CHELSTON PARK NURSING & RESIDENTIAL HOME
A letter was received from Chelston Park Nursing and Residential Home inviting councillors to its open days on 9th and 10th November 2007. The letter was noted.

14517 DOG MESS ON BEECH GROVE PLAYING FIELD
Members received a copy of a letter sent by Wellington Rugby Club to Taunton DBC raising concerns about dog mess on the newly drained Beech Grove playing field and asking for warning signs to be erected about fouling and improved fencing to restrict access. It was agreed to consider the letter at the council’s December meeting as members had only just received the rugby club’s letter on the evening of the November meeting.

14518 FUTURE WASTE PLANNING IN SOMERSET
A letter was received from Somerset County Council about future waste planning in the county, enclosing an issues and options consultation document. The clerk reported that he had copies of the detailed report for members to read if they wished.

14519 FOOTPATH AND PLAY AREA GRANTS
The clerk reported that grants of £1,540 for footpath maintenance and £735 for Tone play area maintenance had been received from Taunton DBC. The report was noted.

14520 WELLINGTON ECONOMIC PARTNERSHIP
A detailed report was received from the assistant clerk Mrs J. Thorne on the meeting of Wellington Economic Partnership held on 2nd October 2007 and on community interest companies (CIC) in the light of the proposed change to the partnership to form a new CIC to be called the Wellington Economic and Community Partnership Ltd. She also reported that the next WEP meeting would be held on Tuesday, 4th December 2007 at 6pm.

14522 COUNCIL INCOME/EXPENDITURE TO 31ST OCTOBER 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 31st October 2007 was £140,389 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £107,521 (£166,800 estimated for the full year to 31st March 2008). The report was noted.

PRESENT: Councillor D. Mitton (chairman) who presided, Councillors P. Critchard (vice-chairman), J. Clark, R. Bowrah, Councillor C. Hindley, A. Govier, R. Henley (who arrived at 7.20pm), G. Goodwin, Councillors Mrs S. Walters, J. Reed, J. Govier, N. Wilson, G. Copley (who arrived at 5.12pm) and V. Stock-Williams (who arrived at 5.05pm) and the clerk Mr A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning manager Mr J. Hamer. There was an apology from Councillor Mrs J. Lloyd. There were 30 members of the public present.

14480 DECLARATIONS OF INTERESTS
Councillors Critchard and Bowrah stated they were members of Taunton DBC planning committee and reserved their right to vote differently at Taunton DBC planning committee meeting than at the town council planning meeting as different facts could be placed before them.

COUNCILLOR STOCK-WILLIAMS ENTERED HERE AT 5.05PM

14481 APPLICATION FOR 5 ORCHARD CLOSE, WELLINGTON
The council received details of the following application: Alterations and extensions, including raising the roof height to form first floor accommodation and erection of dormer and velux windows, 5 Orchard Close, Lower Westford, Wellington (43/2007/132). The planning officer recommended refusal for the reasons of the adverse impact on the character of the building and on visual amenity. Letters of objection were also received from Mr and Mrs A.R Marke, W. Hansford, and M. Jordan on the grounds of overlooking, loss of privacy, too large, and out of keeping. Planning manager Mr Hamer told councillors he recommended refusal for the application because it was inappropriate to the street scene and would cause an imbalance to the existing properties. Councillor Bowrah proposed refusal which was seconded by Councillor Stock-Williams and was carried by 8 votes to 1 with 1 abstention.

14482 APPLICATION FOR TONEDALE MILL, WELLINGTON
The council considered the following application to be determined by Taunton Deane Borough Council: Conversion of existing buildings and the erection of new buildings to provide 224 dwellings and a number of commercial units together with associated car parking and access ways, Tonedale Business Park, Tonedale Mill, Milverton Road, Wellington (43/2007/092 and 093LB). Reports were received from Somerset Highways and English Heritage and a letter from Boonbown architects stating that EH requirements had been included in the amended plans. There was also a letter of objection from Rev. P. Curtis who raised concerns about access to the car park behind block J and about the location of the proposed store. A presentation was carried out by Shaun Travers of Boonbown architects on behalf of the developers outlining their proposals. He said the application was for high quality housing and would provide a mix of housing and commercial units. There would be provision for affordable housing and an increase in the amount of employment land. Mr Hamer said the principle of this development was established by the previous planning permission for the site. The main difference with this application was the increase in the proposed number of dwellings from 148 to 224. This proposal was to provide 20 units of affordable housing on the basis of a discounted market value equating to 75 per cent of the full market price.

COUNCILLOR WALTERS ENTERED HERE AT 5.20 PM
14482 APPLICATION FOR TONEDALE MILL, WELLINGTON (cont)
There would also be some flood alleviation measures and subsidised bus travel for residents would also be provided for the first 12 months. English Heritage raised some concerns about block F but was happy with the amended plans which addressed the issues. Somerset Highways did not have any objections in principle although the Environment Agency still had some concerns about flood alleviation and was waiting to get precise details. The planning department was overall happy with the scheme and was likely to recommend approval. The council agreed to suspend standing orders to allow members of the public to speak. Rev. P. Curtis raised concerns about the lack of a community centre. He also felt the proposed convenience store should be placed in the centre of the site and not at the entrance. He also thought the proposed store sign was out-of-keeping and should be re-designed. A representative for Keith Lissaman of Keith’s Store objected to the proposal of a convenience store because of the competition to Mr Lissaman who depended on trade from that part of the town. Other objections from local residents included concerns about not enough parking for residents which could lead to increased parking on the roads and an increase in traffic in that part of town. Developer Tim Wadsworth told the meeting he had carried out a similar successful scheme in Crewkerne. He explained this application allowed for 1,000 square feet for community use and there would also be a full time on-site management office to deal with any complaints or concerns and to monitor parking. He also assured residents there would be no illuminated sign for the proposed store. The amount of proposed residents parking was calculated on the planning guidance of 1.5 car spaces per household and this application was proposing 1.25 car spaces per household. The original plans had also proposed a roundabout on Milverton Road opposite Wardleworth Way to slow down traffic; however, Somerset Highways were not in favour of a roundabout. Councillor Hindley suggested the level of residents parking should be raised to the maximum in planning guidance of 1.5 car spaces per household. Councillor Bowrah although largely in favour of the application still had concerns about the increase in traffic in the area. Councillor A. Govier said the scheme had a lot of positive aspects but was concerned about the speed and increase in traffic on Milverton Road and felt this need to be looked at further and thought a mini roundabout would be a good idea. He also had concerns about the proposed store and hoped the developers would listen to residents’ comments about this. Councillor Walters asked about visitors parking and was told there would be a car park provided for visitors. Councillor J. Govier asked the developers to re-consider the need for a store particularly as residents had concerns it could become a place for anti-social behaviour. She also wanted to see an increase in residents parking to 1.5 car spaces per household. Councillor Bowrah proposed recommending approval for the application in principle but raised concerns about the proposed level of parking, the necessity of proposed store, and suggested the installation of a mini roundabout at the junction of Milverton Road with Millstream Gardens to slow down traffic and improve safety for drivers from the new development. The proposal was seconded by Councillor Copley and was approved by 11 votes to 0 with 2 abstentions.

14483 APPLICATION FOR HAYMANS MILL, WESTFORD, WELLINGTON
Further to minutes 14363, 14409, and 14450, the council considered the following application: Conversion of mill building (former Haymans Coalyard Warehouse) and extension to form 21 two bed apartments and formation of 32 car parking spaces and bike lockers for 42 bikes, Haymans Mill, Payton Road, Westford, Wellington, as amended by letter dated 12th October 2007 (43/2007/087). Mr Hamer said Somerset Highways were not objecting to the proposal and explained the road outside the site was a private road and not a public highway. The Environment Agency was still concerned about the risk of flooding and wanted to see details about how the potential flooding could be overcome and Mr Hamer said he felt this could be achieved.
14483 APPLICATION FOR HAYMANS MILL, WESTFORD, WELLINGTON (cont)
The chairman said he was concerned about the blind corner not far from the access to the site. Councillors suspended standing orders to allow a member of the public, Mr A Bundy, to speak who again said he believed the development would create a narrow road and was concerned about the nearby blind corner and would be happier to see the original application implemented as he felt the proposal for 21 flats was too much. Councillor Bowrah thought it would be better to knock down the building and put a new building on the site which could be placed in a better position. He also felt traffic calming measures needed to be placed outside the site such as double yellow lines as it was only a short distance from the site entrance to the corner. Mr Hamer informed the council the visibility distance from the site entrance to the corner was about 33 metres and that was considered a luxury in highway terms. However Councillor Mitton recommended refusal on the basis the development would create a road safety hazard which was seconded by Councillor Critchard and was agreed by the council unanimously.

14484 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL
The council considered the following applications:
(a) Erection of bungalow on land to the rear of 32 Mantle Street, Wellington, (43/2007/146). Mr Hamer said he was happy overall with the application but was concerned about the lack of parking as he felt the site was too far from the town centre. The council suspended standing orders to allow Mrs J Thorne, whose property was next to the proposed development, to speak who informed councillors she was disappointed with the planning department because it had failed to notify the neighbours about the application until she pointed out to the planning officer about the oversight. She also said she would not want parking or vehicle access to be allowed for the application because of the narrow access and felt the site was only a two minute walk from the town centre. Mrs J. Thorne then left the room after she had spoken and returned after the vote was taken. The council agreed to recommend approval.
(b) Conversion and extension to form 3 flats to rear of 23 North Street, Wellington (43/2007/139). Mr Hamer said the planning department were in principle in favour of the proposal. The council recommended approval subject to no undue overlooking or loss of privacy for neighbours.

COUNCILLOR HENLEY ENTERED HERE AT 7.20 PM

(c) Application to fell a eucalyptus tree within the Wellington conservation area at 39a Fore Street, Wellington, (43/2007/151T). The tree officer had raised no objections. The council recommended approval.
(d) Erection of non illuminated sign (retrospective) at 21 High Street, Wellington (43/2007/145LB). Mr Hamer said the conservation officer felt the sign was out-of-keeping.
However the councillors were happy with the sign and thought it should be retained and recommended approval.
(e) Amended plans for demolition of building and erection of 6 dwellings (phase 2) and amended plans for demolition of building and erection of 2 dwellings (phase 1) on land to rear of 14 High Street, Wellington (43/2007/113) and (43/2007/112). The council recommended approval.

Wellington Town Council minutes October 2007

Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall, Fore Street, Wellington on Monday 1st October 2007 at 7.20pm (The start of the meeting was delayed due to the council’s planning meeting over-running)

PRESENT: Councillor D. Mitton (chairman) who presided, Councillors P. Critchard (vice-chairman), J. Clark, R. Bowrah, A. Govier, R. Henley, G. Goodwin, Councillors Mrs G. Copley, S. Walters, J. There were 6 members of the public present.

14452 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton said September had been an interesting month for Wellington. The food town event had taken place which was a success. Every single town councillor who was available helped out at the event. It was estimated between 8,000 and 10,000 people attended. There were some lessons to be learned for the future. It was hoped another food town event on a smaller scale such as an open market could be organised for December. Councillor Henley paid tribute to the hard work of the chairman and his wife Jill in helping to organise the food town. A coordinator had also been appointed for Wellington Food Town and the Market and Coastal Town’s Initiative. Wellington in Bloom had great success in achieving gold and winning the Portman cup again as well as many other achievements which had been achieved largely due to the involvement of the community. The carnival had also taken place on a wet night but the chairman was pleased to see a great effort from those involved.

14453 POLICE MATTERS
There was an apology and no report from the police as the new sergeant had not yet been appointed for Wellington.

14454 PUBLIC PARTICIPATION TIME: WELLINGTON IN BLOOM
Mrs Isabel Ward, chairman of Wellington in Bloom, thanked the town council for its support and funding, the parks team for their hard work, the retailers for their support and other members of the community for their efforts in achieving this year’s awards.

14455 CONFIRMATION OF MINUTES
The minutes of the council meetings held on 3rd September 2007, as previously circulated to councillors, were taken as read and signed as correct by the chairman Councillor Mitton with the following amendments: for minute 14411 for the application for the Sanford Arms that the county council would not be recommending parking for the development; for minute 14419 that Councillor Critchard declared an interest in this item and left the room while this was considered.

14456 GRANT APPLICATION FOR WELLINGTON RUGBY FOOTBALL CLUB
A letter was received from Wellington Rugby Football Club asking for the council to release the initial amount of £3,750 pledged and scheduled to come from next year’s expenditure (from a total pledge of £7,500) to allow work for the gas main to proceed (See minute 14258). The total cost of diverting the main was £7,114.63 and Wales and West Utilities were requesting payment in full with the order for work with an estimated lead time of a minimum of 20 weeks. Councillor A. Govier proposed releasing the grant which was seconded by Councillor Bowrah, and the council voted unanimously in favour of releasing the money.

14457 TRAFFIC PROBLEMS IN HOLYOAKE STREET
The subject was initially raised at the last council meeting (see minute 14416). The council agreed to suspend standing orders to allow Mrs Shirley Angus of Holyoake Street to speak. She said following last month’s council meeting a survey had been conducted amongst residents in which 42 were in favour of action being taken to improve traffic flow, speed calming, and safety. A proposal had also been drawn up by local resident Mr Frape who recommended a one-way system for Holyoake Street and part of Seymour Street. A letter was also received from Councillor Hindley who also supported a one-way system. Councillor Reed reported on her findings after conducting a traffic count on Holyoake Street and found that there were 238 vehicles entering or leaving Holyoake Street between 8am and 9.15am. Councillor Reed felt the county council should evaluate the traffic situation in the area. Councillor Copley also carried out a traffic count on Holyoake Street between 4pm and 6pm found there were 313 vehicles entering or leaving the street. She felt many people were using the street as a short cut and felt it was quite an unacceptable amount of traffic which travelled down there. Councillor Bowrah also raised concerns about an increase in traffic in the street if the proposed developments at Tonedale were given permission. Councillor A. Govier said he had spoken to Highways and asked them to contact the developers about funding a study into the traffic needs of the area. He said he would support a site visit with Highways to see if anything could be done immediately. Councillor Lloyd said she was not in favour of one-way system as she thought this would encourage speeding and also thought some of problems were caused by employees from Relyon parking on the street. She thought the best course of action would be the introduction of traffic calming measures. Councillor Critchard thought the council should write to Swallowfield and Relyon about not using Holyoake Street and said he also felt it was time to look at the whole traffic management system in Wellington. Councillor Mitton said he felt a site visit was needed to look at short-term solutions. The clerk recommended sending the proposal from Mr Frape to Ian Titcombe of county highways asking for his suggestions and to arrange a site visit which was agreed by the council. He also agreed to write to Swallowfield and Relyon asking them to ensure HGV’s did not use Holyoake Street.

14458 ALLOTMENT WORKING GROUP
Councillor Stock-Williams proposed the setting up of an allotment working group to discuss the need for more allotments in the town. The current waiting list for the allotments at the basins which were owned by the town council was up to 44 after the recent publicity about allotments at the food town event. Councillor Stock-Williams spoke to the forward plans unit at Taunton DBC about the possible inclusion of allotments in the local development framework. The council agreed to write to the forward plans unit and ask that for any future large scale housing development in the town that some land be set aside for allotments by means of section 106 agreements. It was also agreed to set up the working group consisting of the following members: Councillors Stock-Williams, Lloyd, Reed and Critchard.

14459 ROAD SIGNAGE AT BURROUGH WAY
Councillor Stock-Williams asked the council to consider a proposal to place additional road signage at Burrough Way. She explained there was some confusion at present because as after you entered the estate the road to the right was signed ‘The Brambles’ but the road to the left was not signed because it was still part of Burrough Way – the main road through the estate. Local residents had requested a sign be placed on the road to the left clearly stating Burrough Way to stop any further confusion. It was agreed to write to Taunton DBC to ask them to consider the proposal.

14460 NEW SOMERFIELD STORE
With reference to minute 14413 a letter was received from the Government Office for the South West about the notice announcing the order for the stopping up of the access road off Scott’s Lane for work to start on the new store. Councillor Henley said he welcomed the news and said if Somerfield did not live up to its promise Taunton DBC would take appropriate action.

14461 NORTHERN RELIEF ROAD
With reference to minute 14425 a letter was received from the county council and a copy of a letter sent to Taunton DBC with its reply about the Northern Relief Road. The letter from the town council asked for suggestions on what steps the council should take to enhance the likelihood of the relief road scheme being approved and the response from Taunton DBC was that the letter had been forwarded to the county council as the highways authority and the most appropriate place to start with the request. The reply from Ryan Bunce, transport planner, at the county council stated the scheme was reliant on the existence of a suitable development to provide the funds and there was currently no scheme suitable to fund the relief road. The letters were noted.

14462 DOG WASTE BINS
With reference to minute 14392 a letter was received from Taunton DBC about requests for dog waste bins at Beech Hill and Waterpath which stated that the site at Beech Hill had only scored 18 points and Waterpath just 8. Successful bin requests scored from 23 to 28 points. It was agreed the council write back to request the dog waste bin at the junction of Courtland Road and Beech Grove be replaced as there was suitable land there for it to be placed.

14463 WELLINGTON BOXING CLUB GRANT APPLICATION
With regard to minute 14375 it was reported the Wellington Boxing Club had closed and so the grant of £300 approved by the council in August would not be paid. The information was noted.

14464 MANTLE STREET RE-SURFACING
With reference to minute 14268 it was reported that part of Mantle Street and part of Fore Street would be closed for one day on 21st October to enable resurfacing works to be carried out. The information was noted.

14465 CCTV CAMERAS
With reference to minute 14381 it was reported that all 6 town centre CCTV cameras had been changed to Bewator Solairs dome cameras which were smaller and more powerful than the previous cameras with better contrast and which worked at lower light levels. Councillor Bowrah suggested a visit be organised next year to look at the CCTV centre in Bridgwater which was agreed. It was also agreed to write a letter to the CCTV manager to thank him for his efforts.

14466 FREE CHRISTMAS PARKING IN WELLINGTON
With reference to minute 13956 it was reported that Taunton DBC would again be providing free parking in the public car parks at North Street, South Street, and Longforth Road on the four Saturdays leading up to Christmas – December 1st, 8th, 15th, and 22nd. The information was noted.

14467 FUTURE MANAGEMENT OF WASTE IN SOMERSET
A letter was received from the county council about the future management of waste in the county for the next 20 years. The letter was noted.

14468 HGV PINCH POINT CONSIDERATION
A letter was received from Somerset County Council about its compilation of a list of roads which were unsuitable for Heavy Goods Vehicles in order to improve routing information. It was agreed to reply stating that Holyoake Street should be added to the list.

14469 FOOT AND MOUTH OUTBREAK AND RIGHTS OF WAY
A letter was received from county council leader Councillor Jill Shortland about the confirmation of the outbreak of Foot and Mouth disease in Surrey in September and the implications it had for the county but to stress Somerset’s rights of ways remained open to the public. The letter was noted.

14470 RESURFACING AT FORD STREET
A letter was received from Somerset Highways stating part of Ford Street, in Wellington Without, would be closed for 3 days from 15th October to enable resurfacing to be carried out. The letter was noted.

14471 REMEMBRANCE SERVICES IN NOVEMBER
A letter was received from Wellington branch of Royal British Legion inviting chairman and councillors to two remembrance service in November. The letter was noted.

14472 CLIMATE CHANGE
A letter was received from the Department for Environment, Food, and Rural Affairs on ways to tackle climate change. The letter was noted.

14473 TOWN AND PARISH STANDARD
The first edition of the revised Town and Parish Standard from the Standards Board for England was circulated to members. The information was noted.

A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 31st September 2007 was £140,140 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £101,398 (£166,800 estimated for the full year to 31st March 2008). The report was noted.

14477 ACCOUNTS FOR PAYMENT

14478 PROBLEMS IN CORNHILL
Councillor Copley informed members about trespassing in Cornhill. Two of the doors which had been boarded up had been forced open and young people had been playing about inside. She had contacted the police. The clerk said he would report the matter to the owner and ask for the doors to be boarded up.

14448 DECLARATIONS OF INTERESTS
Councillors Critchard and Bowrah stated they were members of Taunton DBC planning committee and reserved their right to vote differently at Taunton DBC planning committee meeting than as at the town council planning meeting as different facts could be placed before them. Councillor Henley made a similar declaration on his arrival.

14449 APPLICATION FOR 38 MILLSTREAM GARDENS, WELLINGTON
The council received details of the following application: Demolition of garage and erection of two storey side extension with integral garage, conservatory to rear and porch at 38 Millstream Gardens, Wellington (43/2007/111). Planning manager Mr Hamer informed councillors the planning department had just received amended plans and the revised proposal was set further back which overcame the original objection from planners. However the amended plans did not provide enough space for 2 off-road parking spaces. Mr Hamer suggested approval subject to the provision of 2 parking spaces which was proposed by Councillor A. Govier and seconded by Councillor Copley. Councillors approved the application 13 – 0 with one abstention.

14450 DEFERED APPLICATION FOR HAYMANS MILL, WESTFORD
Further to minute 14363 and 14409, the council agreed to defer the following application: Conversion of mill building (former Haymans Coalyard Warehouse) and extension to form 21 two bed apartments and formation of 32 car parking spaces and bike lockers for 42 bikes, Haymans Mill, Payton Road, Westford, Wellington (43/2007/087). Mr Hamer said although they had not received the report from Somerset Highways he had spoken with them and they were likely to recommend no objections to the application subject to Rackfield being resurfaced up to the access point of the site. The Environment agency had raised concerns about flood risk and there were one of two issues in terms of wildlife. Mr Hamer said he had some concerns with an element of overlooking and loss of natural light with the existing properties. Councillors suspended standing orders to allow a member of the public Mr Bundy to speak who raised concerns the development would create a narrow road and felt the proposal for 21 flats was too much. Councillor Walters was concerned about farm vehicles negotiating the road following the development. The chairman suggested deferring the application and organising a site visit which was seconded by Councillor A. Govier and was agreed by the council.

The council considered the following applications: (a) Erection of a terrace of 4 two bedroom cottages and a terrace of 3 two bedroom cottages on land to the rear of the Three Cups, 32-34 Fore Street, Wellington (43/2007/094). The council recommended refusal because allowing vehicular access would cause an unacceptable danger to pedestrians using the public footpath under the archway of the former public house.
(b) Demolition of building and erection of 2 dwellings, phase 1, on land at rear of 14 High Street, Wellington (43/2007/112) and demolition of building and erection of 6 dwellings, phase 2, on land at rear of 14 High Street, Wellington (43/2007/113). The council recommended approval.
(c) Alterations to access, erection of wall, erection of workshop/barn, formation of earth mound at Burts Farm, Ford Street, Wellington (44/2007/017). Although the proposal is in the parish of Wellington Without the council was asked for its comments as it may affect properties in its area. The council recommended refusal because it was overdevelopment, too large, and out of keeping.
(d) Retention of 2 blackboard signs and 1 externally illuminated projecting sign at Rule 7, 21 High Street, Wellington (43/2007/118LB and 43/2007/120A). The council recommended approval subject to an amended plan revising the illumination arrangement to meet the approval of the planning officer. If no amendments were made then it would recommend refusal.
(e) Replacement windows at Over 55 Club, North Street, Wellington (43/2007/138LB). The council recommended approval subject to the applicant satisfactorily providing adequate justification for the work.
(f) Erection of dwelling and refurbishment of existing accommodation to form 2 dwellings at 15A Fore Street, Wellington (amended scheme) (43/2007/117). The council recommended approval subject to the usual conditions of no undue overlooking or loss or privacy.

14414 CHAIRMAN’S ANNOUNCEMENTS
The chairman, Councillor D. Mitton reported he had attended a number of meetings for the Market and Coastal Town’s Initiative, Wellington Economic Partnership, and Wellington Food Town. He had also attended the music events in Wellington Park, and the Wellington Flower Show. He wanted to remind people about Wellington Food Town event taking place on September 8th and 9th and the John Popham play taking place on September 13th and 14th. Wellington Carnival would be taking place on Saturday September 29th.

14415 POLICE MATTERS
Inspector Roger Tolley, of Taunton and Wellington Sector, introduced himself and PC Kim Davidson to members and explained his role in creating safer and stronger neighbourhoods. His responsibility covered Wellington and the surrounding areas. One of the biggest challenges for him lay in managing resources which was a subject which generated much debate. He explained there were 8 police officers stationed at Wellington Police Station including a full time sergeant and 5 police community support officers and there was also 24 hour a day policing provided by officers stationed at Taunton Police Station. A new sergeant for Wellington was to be shortly announced and should be in position by the end of the month. Anybody requiring the police could call the call centre number 0845 456 7000 or in an emergency 999. Inspector Tolley said the town was fortunate in having members of the public who lived in Wellington and helped the police. Councillor Bowrah praised the work of the police and said there was great support from the PCSO’s and he hoped that would continue. Councillors allowed a member of the public Frank Bishop to speak who asked Inspector Tolley about the launch of the pilot scheme of arming policing with Tasers in Avon and Somerset. Inspector Tolley explained the taser would only be used in situations where it was justified and where it was the minimum amount of force needed to achieve safety. Members also allowed Mr Trevor Morgan to speak who asked about police resources and crime figures in Wellington compared to areas in Bristol. Inspector Tolley said there were more officers in stations who were further away from their main station where other officers could be deployed. There were also more officers per crime per month in Wellington. The chairman urged members of the public to report all crimes to the police because of the importance of the crime figures. Inspector Tolley also emphasised the importance of special constables to the community. The chairman also pointed out the need for Local Action Teams in setting up preventative crime measures and expressed his disappointment at the lack of response to this in Wellington as there was only one area in the town which had a LAT up and running. He also looked forward to the implementation of the restorative justice scheme in the town which was soon to be up and running. The chairman thanked Inspector Tolley and PC Davidson for attending the meeting.



14416 PUBLIC PARTICIPATION TIME: TRAFFIC IN HOLYOAKE STREET
Mrs Shirley Angus, of Holyoake Street, informed members about an incident in which a lorry travelling down Holyoake Street late in the evening brought down an overhead electric cable and caused damage to one house and four cars. She said many lorries took no notice of the junction signs and she felt they needed to be made much larger. She also reiterated her call for a one-way system in the street. Her comments were supported by another member of the public, Mr Frape, who also felt the traffic flow needed to be addressed. Councillor Bob Bowrah asked for this issue to be placed on the next council agenda so members could consider it fully.

14317 PPT: FRIENDS OF WELLINGTON PARK
Mrs Pauline Sturgess, chairman of Friends in Wellington Park, informed councillors the season of musical entertainment in the park had finished. Although the events had sometimes been marred by bad weather no event had to be cancelled. The final event had been extremely popular and attracted over 200 people during the bank holiday weekend. Planning for next year’s season was now underway and new talent was being sought to put together a good programme for next year. There were also a couple events organised by the friends which would take place before the new season. The chairman congratulated Mrs Sturgess on her hard work

14418 CONFIRMATION OF MINUTES
The minutes of the council meetings held on 6th August 2007, as previously circulated to councillors, were taken as read and signed as correct by the chairman Councillor Mitton.

14419 GRANT APPLICATION FOR WELLINGTON CARNIVAL COMMITTEE
Councillors were asked to consider granting £700 to Wellington Carnival Committee towards the cost of staging the carnival at the end of September. The chairman explained the costs were exactly the same as last year and were to help towards the cost of providing signs and barriers for the event. He proposed approval which was seconded by Councillor Bowrah and was agreed unanimously. Councillor Bowrah proposed the grant should be added to the council’s annual item of expenditure in the same was as the grants for Wellington in Bloom and the Friends of Wellington Park were and this was agreed.

14420 CLEANING OF CHAINS OF OFFICE
The council considered the recommendations from the chain of office working party regarding the cleaning and refurbishment of the council chains of office. It was agreed to send the chairman’s chain and pendant to Thomas Fattorini Ltd for an exact quote for cleaning, obtain a quote for name engraving, and to purchase a black velvet collar for the chain and details of a new case to hold the chain with the velvet backing. It was also agreed to obtain quotes for the cleaning of the vice chairman’s pendant and the consort’s chain and pendant and for a suitable attachment which would enable the consort’s pendant to also be worn as a badge so that it would be suitable to be worn by either a man or woman.

14421 WELLINGTON FOOD TOWN
The chairman reminded the meeting the food town event would be taking place at the weekend. Volunteers were still needed to help steward the event and briefings for the volunteers were taking place during the week. Preparations were going well and there would be about 60 commercial stalls with about 5 or 6 community stalls, children’s entertainment, street entertainment. It was hoped the event would be successful and would put Wellington on the map as Somerset’s food town.

14422 CODE OF CONDUCT TRAINING SESSION
It was noted that a special Code of Conduct training session for councillors had been organised by Taunton DBC parish liaison officer David Greig and would take place before next month’s planning meeting on Monday 1st October at 5.30 pm in the United Reformed Church hall.

14423 CORNHILL TASK AND FINISH GROUP
It was noted that there would be a meeting of the Cornhill Task and Finish Group in Committee Room 1 at The Deane House, Belvedere Road, Taunton, on Tuesday September 4 at 6.15pm.

14424 PAVING SLABS REPAIRED IN FORE STREET
It was reported that the paving slabs outside the Scout Hall in Fore Street had been repaired by Somerset Highways after a second spate of vandalism there. The report was noted.

14425 NORTHERN RELIEF ROAD
With reference to minute 14382 the council received a letter from Somerset County Council which stated the Northern Relief road was not on the county’s list of 16 road schemes. Councillors also received a copy of the clerk’s reply stating Taunton DBC’s support for a mixed use scheme at Longforth Farm to include a relief road for Wellington and asking for the county council to similarly support the scheme. It was agreed to write to Taunton DBC to ask what steps could be taken by the town council to enhance the relief road scheme.

14426 CCTV CAMERAS
With reference to minute 14381 the council was circulated with an email from CCTV manager Barry Donbavand stating an order had been placed for 6 new CCTV cameras in Wellington town centre and that they should be in place within a couple of weeks.

14427 ANTI-SOCIAL PROBLEMS IN TOWN CENTRE
With reference to minute 14380 a letter was received from Taunton DBC temporary accommodation officer Mrs L Hedges stating enforcement action had been taken against council tenants in one flat. A meeting was also being organised between councillors, the police and traders about how to tackle future anti-social and shoplifting problems in the town centre.

14428 CLOSURE OF COURT FIELDS PUBLIC FOOTPATH
A letter was received from Somerset Highways about the closure of Court Fields public footpath for six months from 3rd September while the school’s new sports centre was built. The letter was noted.

14429 A38 ROAD SAFETY STUDY AND IMPROVEMENTS
A letter was received from Somerset County Council about the A38 road safety study and proposed improvements at Pyles Thorne crossroads and roundabouts at Perry Elm and Chelston. The letter was noted.




14430 FELLING OF TPO TREE AT WELLINGTON SCHOOL
A copy of a letter from Taunton DBC was received about the felling of a TPO tree which was in poor health at Wellington School playing field. The letter was noted.

14431 TAUNTON DBC ANNUAL REPORT FOR 2007/08
A letter was received from Taunton DBC about its annual report which described Taunton DBC’s vision, business principles, and core values and was now available to read on the Taunton DBC website. The letter was noted.

14432 SOMERSET PLAYING FIELDS ASSOCIATION REPORT AND AGM
A letter and report was received from Somerset Playing Fields Association about its annual general meeting taking place on Monday 24th September at 10.30 am at Woolavington Village Hall. The letter was noted.

14433 NATIONAL ASSOCIATION OF LOCAL COUNCILS CONFERENCE
A letter was received from the National Association of Local Councils about its conference to be held at the Bournemouth International Centre from 5th to 7th October 2007. The letter was noted.

A letter was received from Taunton Deane Standards Committee stating that the town council’s nomination for a parish representative on the committee had been unsuccessful. The letter was noted.

A letter was received from the Community Council for Somerset about its annual general meeting taking place at Edington Village Hall on Tuesday 11th September 2007 at 7.30 pm. The letter was noted.

14436 TAUNTON AND DISTRICT CITIZENS ADVICE BUREAU AGM
A letter was received from Taunton and District Citizens Advice Bureau about its annual general meeting taking place at St John Ambulance HQ in Taunton on Thursday 13th September 2007 at 12 noon. The letter was noted.

14437 TEMPORARY ROAD CLOSURE AT COMEYTROWE LANE, TAUNTON
A letter was received from Somerset Highways about a temporary road closure at Comeytrowe Lane, Taunton, for two days from 10th September 2007 for resurfacing and associated works. The letter was noted.

14438 SOMERSET ASSOCIATION OF LOCAL COUNCILS GENERAL MEETING
An invitation was received from Somerset Association of Local Councils general meeting to be held at Barrington Village Hall on Saturday 29th September 2007 from 11am to 4 pm. The chairman said he would attend the meeting. There was also information about training events for new councillors and chairmen which was noted.

14439 WITHDRAWN APPLICATION FOR TREE WORK AT OAKFIELD PARK
A letter was received from Taunton DBC stating that the application to carry out management work to one oak tree at 31/33 Oakfield Park (43/2007/110T) had been withdrawn. The letter was noted.


14440 WATERLINKS PROJECT
A letter was received from Waterlinks Somerset about the Waterlinks project and the River Festival on Sunday 23rd September from 10 am to 5 pm at French Weir Park. The letter was noted.

14441 PERMISSION FOR MONOPOLE AT BLACKDOWN TRADING ESTATE
A report was received of an appeal decision from The Planning Inspectorate regarding an application for a 15m high slimline monopole with antennas at Blackdown Trading Estate, Scotts Lane, (43/2007/017TEN) which stated the appeal had been allowed and permission had been granted.

14442 REVIEW OF POLLING DISTRICTS AND POLLING PLACES
A letter was received from Taunton DBC about a review of the polling districts and polling places in the Taunton constituency and asking for the council’s comments. The chairman felt Tonedale House was not a good site for a polling place as people needed to walk up a long drive to get to it. He felt they should look for an alternative polling place on the Tonedale Mill redevelopment site.

14443 WELLINGTON ECONOMIC PARTNERSHIP
A report was received from the assistant to the town clerk, Mrs J Thorne, on the Wellington Economic Partnership meeting held on 13th August 2007 which updated members on the developments on the food town event taking place on the 8th and 9th September. There was also an update on the constitutional amendments to the partnership and an update on the appointment of a co-ordinator for food town and the MCTI. The report was noted. No recommendations or suggestions were put forward for inclusion on the agenda for the next meeting of Wellington Economic Partnership to be held on Tuesday October 2 2007 at 6pm.

14445 COUNCIL INCOME/EXPENDITURE TO 31st AUGUST 2007
A report was received from the clerk showing that the council’s income for the period from 1st April 2007 to 31st August 2007 was £97,165 (£133,596 estimated for the full year to 31st March 2008) and that expenditure for the same period was £92,115 (£166,800 estimated for the full year to 31st March 2008). The report was noted.

14446 ACCOUNTS FOR PAYMENT
On the proposition of Councillor Critchard, seconded by Councillor Mitton, it was agreed to authorise the payment of the following accounts and the signing of the following cheques: Coach Drivers Club of Great Britain £ 105.75 for entry in the 2008 yearbook; WCCTV £2.09 for calls to CCTV camera in July and August; Tone Leisure (Taunton Deane) Ltd £2,300 grant for Summer Vibe activities; Judith Goss Florists £45 for flowers for war graves for May to July; The Edge Directory £60 for delivery of Wellington Food Town flyers; BT £53.94 for line rental, calls and service charges for fax line; Konica Minolta £272.20 for rental of photocopier from1.9.07 to 30.11.07; Hinewood Cleaning Services £178 for monthly cleaning of council office windows, town centre bus shelters and six monthly clean of all bus shelters; Inland Revenue £699.15 for income tax and national insurance; Mr A.
